摘要
发展高新技术产业是提高国家的战略地位增强国际竞争力推动产业结构
升级的关键企业是技术创新的主体高新技术企业是高新技术产业发展和技术创
新的主体作为新兴产业发展的载体我国的高新技术企业承担着重要的历史使命
提高我国高新技术企业的自主创新能力是建设创新型国家的关键途径本文将对
我国不同所有制的高新技术企业的自主创新能力做出定量分析与系统评价为我国
高新技术企业自主创新发展战略以及激励高新技术企业进行创新能力建设的国家
相关政策的制定提供依据
本文选择理论研究与实证分析相结合的技术路线理论研究重点考察国内外有
关技术创新和自主创新的理论观点以及高新技术企业创新能力指标体系和评价方
法对“自主创新”以及“高新技术企业”等概念做出明晰的界定建立“高新技术企业
自主创新能力评价指标体系”为实证分析提供必要的理论指导实证分析则注重
紧密结合最新的高新技术企业创新调查的大样本数据通过构建数学模型对我国不
同所有制高新技术企业的自主创新能力进行综合评价
本文的创新之处就在于对不同所有制高新技术企业的自主创新能力首次给予
了定量评价
产权理论是制度经济学的重要理论如何应用产权理论分析不同所有制企业在
自主创新能力方面的差异应是作者在今后要下功夫研究的问题

Abstract
The development of High-technology Industry is the key to enhance nation’s
strategic position, to raise labor productivity and to upgrade industries. Enterprise is the
main body of innovation, so the High-technology enterprise is the main body to develop
High-technology Industry and to implement technical innovation. As the important
carrier of industry development, our country’ High-Technology enterprise undertakes the
important historical mission. The critical path of constructing the innovation country is to
improve our country’ High-technology enterprise’s independent innovation. This paper
will make the quantitative analysis and the systems assessment to our country’s
High-Technology enterprise's independent innovation ability of different ownership, and
provide the basis of the country’s related policy-making which is about High-Technology
enterprise's independent innovation developmental strategy.
This paper chooses the technical route which is bination of theoretical
research and positive analysis. The emphasis of theoretical research is to review the
domestic and foreign related technological innovation and the independent innovation
theory viewpoint as well as the High-technology enterprise innovation ability indicato
