摘要
近年来,随着我国国民经济的快速发展,生活节奏不断加快,生活方式发生
变化,人们花在厨房里的时间越来越少,对冷冻、冷藏食品的需求大幅上涨。据
数据显示我国的冷藏冷冻食品的总量以每年 10%的比例增长,冷藏冷冻食品的销
售量占到食品销售总量的 10%左右。初级农产品、各类水产品、速冻食品、包装
熟食、奶制品的产量和流通量逐年增加,相关的冷链物流运作越来越受到关注。
此外随着生活水平日益改善,人们的食品安全意识,食品质量理念进一步提高,
全社会对生鲜食品的安全和品质提出了更高的要求。人们开始更多地关注产品的
整体市场表现力,从而开始关心与产品生产、流通、销售有关的活动。一个陌生
却与我们生活、健康息息相关的专业词汇“冷链”渐渐浮出水面[1]
冷链物流作为食品安全链条中的重要一环,已成为衡量一个和科技含量高低的重要标志,也成为政府和百姓密切关注的领域。但低温
物流一向被业界忽视,每年我国因低温物流发展落后而造成腐烂的损失非常严重,
导致物流成本提高。全国每年果品腐烂损失近 1200 万吨,蔬菜腐烂损失亿吨。
加快发展冷链物流,对于促进农业、冷冻食品业发展,稳定农民持续增收和保障
食品安全意义重大。
文章首先较系统地论述了冷链物流相关理论知识及我国冷链物流发展现状,
并引入风险评价理论和方法,通过对部分大中型冷链物流企业高层和各部门负责
人进行访谈,汇总、整理访谈记录及对冷链物流现有业务流程分析,完成冷链物
流企业风险信息的收集工作。再以集体讨论、专家咨询、情景分析、等方式,初
步辨识出冷链物流企业主要风险,分析了风险的成因分析及影响结果。并通过发
放评估问卷的方式从影响程度和发生可能性两个方面进行风险重要程度的评估,
最后结合冷链物流行业发展现状、及风险成因分析,制定风险应对方案,为冷链
物流发展提供决策的依据信息。

Abstract
In recent years, with the rapid development of the national economy, the pace of
china life has been accelerated and the lifestyle changes, people spend less time in the
kitchen, the needs of freeze, and frozen food is increasing. According to statistics,
the freeze food sales of our country is growing with the growth rate of 10% annual
year, and accounts for 10% of the total amount of Production and circulation
of primary agricultural product, Aquatic products, frozen food increases year by
year. People pay more and more attention to cold-chain logistics operation. In addition,
as the standard of living's raise. People's concept of food safety and food quality is
further whole society put forward higher request for the quality and
safety of fresh food,and begin to concern the production, circulation, sales of the
product related activities .A strange and life, health related vocabulary "cold chain"
gradually surfaced.
