摘要
作为一种社会化的保障措施,老年社会保障是整个社会保障体系中一个重要组成部
分,尤其是在人口老龄化日益加深的背景下,老年社会保障不仅保障和维护着广大老年
人的合法权益和基本生活,而且承担着积极应对人口老龄化挑战的重任。然而,长期以
来,我国政府在老年社会保障中的责任定位不清晰,在养老中存在明显的越位和缺位现
象,这不但制约了整个社会养老效率的提高,还阻碍了现代养老体系的建立,最终将影
响我国有效应对日趋严峻的人口老龄化带来的挑战。面对这些客观现实,政府如何准确
定位自身在老年社会保障中的角色,切实有效地承担起自身应尽的养老责任,已成为一
个亟待解决的问题。本文正是基于这个问题对人口老龄化背景下政府在老年社会保障中
的责任定位进行的研究。
本文首先从全球人口老龄化的宏观背景出发,引出我国人口老龄化的现状、趋势及
其产生的影响,揭示了当前我国老年社会保障中存在的问题。紧接着,文章从理论和现
实的双重角度入手,论述我国政府承担养老责任的理论基础和现实需要,并得出这样一
个结论:政府不仅应该承担养老责任,而且在养老问题上责无旁贷。同时,在这部分,
文章选取了比较有代表性的美国、德国等国家,详细介绍并分析了两国的老年社会保障
制度及其政府职责,为研究我国政府在老年社会保障中责任的合理定位提供一些有价值
的经验和参考。文章第三部分引用大量数字,在客观准确地肯定我国老年社会保障取得
的成就及政府履行职责情况的同时,揭示了我国老年社会保障各个部分中政府职责的不
足。最后一部分是文章的重点内容,首先列举了世界范围内政府介入老年社会保障的三
种类型,并总结出当前各国老年社会保障中政府职责调整的整体方向和趋势,然后在结
合我国具体国情的基础上,对我国政府在老年社会保障中责任的合理定位和发展方向提
出了可行性对策和前瞻性的建议。

ABSRTRACT
As a social protection measures, old age social security is an important part in the entire social
security system, especially as the aging of population e more and more severe, old age social
security not only protect and safeguard the legitimate rights and basic life of a large number of elderly
people, but also bear an important responsibility of coping with the challenges of aging of population
actively. However, for a long time, the responsibility of positioning of our government in social security in
old age is not clear, and there are much unreasonable phenomenon in the old-age support security, such as
absence and overrun, which not only restricts the efficiency of social old-age support, but also hindered the
establishment of modern old-age support system, and what’s worse, it will ultimately affect our effective
response to cope with the increasingly severe challenges of aging of population. Faced with these objective
