城镇失业人员的就业服务问题研究

摘要
目前我失业人员和下岗失业人员,而且农民工失业
人员甚至大专以上毕业生失业人员也加入了失业大军,形成了各种失业相互叠加的
现象,使我国城镇地区的失业治理陷入了极大的困境。就业服务体系建设作为完善
城镇社会保障体系的其中一项重要内容,是具有经济理性的一种劳动力市场制度。
一个运行良好的劳动力市场是以统一的、覆盖面广、信息灵敏、服务完善、流动规
范有序的市场服务体系为基础的。因此,各国都建立有比较先进的就业服务制度和
比较完善的就业服务体系。建立完善的就业服务体系,尤其是其中的公共就业服务
体系,为广大城镇下岗职工、失业人员提供良好的就业和再就业环境,实现扩大就
业和促进就业的目标,这是各级政府必须做出的选择。
本文首先对全文论述的主要内容进行基本概括,为后文的写作做了理论铺垫。
其次介绍城镇失业人员就业服务的现状,主要分析了城镇失业群体的就业困境的成
因,阐述就业服务在完善劳动力市场机制中的作用,概述了现行针对城镇失业人员
的就业服务内容的基本构成,并依据实例具体分析现行的就业服务实行情况。然后
对现行就业服务的实行情况进行评价,主要从就业服务机构的设置即公共和私营就
业服务机构、就业服务的内容和职能、就业服务的质量和效益以及就业服务制度化
几个方面进行论述。再次介绍国外就业服务体系建设的基本情况,总结其建设经验,
提出完善我国城镇失业人员就业服务体系的对策建议。最后是基本研究结论以及不
足。

Abstract
At present, China's urban areas are not only the existence of the registered
unemployed and laid-off personnel, Moreover, peasants and even the unemployed tertiary
graduates unemployed have joined the ranks of the unemployed. Formation of various

unemployed in urban areas of governance into great difficulties. Employment service

Economic rationality is a labor market system. A well-functioning labor market is unified,

system of market services for the foundation. Therefore, countries will be more advanced
employment service system and a plete system of employment services.
Establish and improve the system of employment services to the majority of urban laid-off
workers, Unemployment provide good employment and re-employment environment and
create more jobs and promote employment target. This is government at all levels must
