摘要
世纪年代以来,我国高等教育事业进入了一个崭新的阶段,高等教育
规模快速扩张,取得了巨大的成绩。年的毛入学率是,到年为,
年达到了,截止年底,全国共有普通高等学校和成人高等学校
所,各类高等教育总规模达到万人,高等教育毛入学率达到根据《国
家中长期教育改革和发展规划纲要年》的预测,到年,我国
高等教育在学总规模将达万人,毛入学率将达到。中国高等教育已经
进入了国际公认的大众化教育阶段,实现了精英化高等教育向大众化高等教育
的迈进。我国高等教育在如此快的扩张速度下,如何做好高等教育的评价工作,
有效保障高等教育的质量,成为了我国高等教育面临的一个巨大的挑战。
本论文首先对教育评价、高等教育评价等相关的概念进行了界定,对该主
题的文献综述进行了梳理,然后介绍了我国政府参与高等教育评估的发展历程,
其中包括我国政府参与高等教育评估的政策演变;我国高等参与高等教育评估
的具体组织形式;我国政府参与高等教育评估取得的积极效果。在论文的第四
部分对我国政府参与高等教育评估的问题进行了分析,第五部分借鉴了国外政
府参与高等教育评估的行为模式,以对我国政府参与高等教育评估取得有益的
启示,第六部分对完善我国高等教育评估中的政府行为提出了对策建议。主要
包括:跳出计划框架,转变政府角色;遵循高等教育规律,建立两个“多元”;
加大制度供给,健全法律法规;加强高等学校教育评估的队伍建设以及大力推
进高等教育评估中介组织的建设等。
总的来说,本论文对我国高等教育评价中的政府行为的现状及存在的问题
进行了探讨,然后通过对国外经验的积极借鉴,提出了对我国政府适用的对策
建议。这对于改进政府对高等教育的管理、优化中国高等教育评估体系、提高
中国高等教育评估实践的效益等方面具有重要的实践意义。

Abstract
Of the 20th century, 90 years, higher education has entered a new stage, the scale of the rapid
