山西省新型农村社会养老保险研究--以万荣县为例

摘要
构建社会主义和谐社会,要高度关注民生问题,而有着八亿农民的农村居
民生活问题就成为政府的首要关注点。新型农村合作医疗和农村最低生活保障
制度的建立和完善,初步解决了农民看病难、看病贵的问题和农村贫困问题之
后,由于农村老龄人口增加以及家庭养老和土地养老功能的弱化,农村居民的
养老问题亟待解决。社会保险最开始都是从城市做起来的,现在在城镇里养老、
医疗、失业、工伤等方面的保险制度都比较健全了,但是在农村社会保障的基
础总的来讲还是比较薄弱的,尤其我国现在仍然有超过一亿的农村老龄人口,
如果他们的基本养老问题不解决,那么缩小城乡差别,统筹城乡发展,改变城
乡二元结构,逐步实现基本公共服务均等化的目标就难以实现。
因此,中央果断做出决策,在全国选择部分县、市开展新型农村养老保险
试点工作,以后逐步扩大试点,全国普遍实施,这是中央继取消农业税、新农
合之后又一重大惠农政策。本文以新农保试点县之一——山西省万荣县为例,
来具体分析新农保在试点过程中的状况。笔者通过在万荣县实地走访与农民面
谈和抽样调查的方式,了解到新农保在万荣县的参保率不断提高,资金筹集稳
定增长,待遇发放准确及时。但同时也出现了一些如部分农民不愿参保、新农
保的保障水平低、养老金缴纳标准偏向与低档次、地方政府压力过大、基金保
值增值差、经办机构能力不足等问题,并通过对这些问题进行剖析找出原因所
在。最后针对这些问题提出了合理的解决对策以及对制度建设的进一步思考,
以此健全和完善我国的新型农村养老保险,为新农保的全国推广积累经验、提
供理论依据。

Abstract
