摘要
国内利率市场化改革进程的加快、外资银行的准入、中国银行业日益激烈的竞争趋势以及我
国商业银行改革引致的经营方式变化,对我国商业银行资金营运管理方式产生了重大影响,对我
国商业银行的资金营运管理水平提出了更高要求。全额资金集中管理模式和内部资金转移定价手
段以及中国金融市场的跨越式发展为商业银行资金营运工作提供了广阔的舞台,也带来了前所未
有的挑战。以工商银行为代表的国内大型国有商业银行和先进的股份制商业银行已经在营运资金
管理改革上初具雏形。本文针对我国商业银行营运资金管理存在的不足之处,从营运资金管理参
与金融市场运作、应对利率市场化改革、资金全额集中管理趋势和资金转移定价引入和应用的角
度总结出工商银行营运资金管理改革对我国商业银行进行现代化商业银行营运资金管理改革的
启发和借鉴意义。改变传统的以支付为中心,以封闭管理为主的资金管理状况,把握机遇和挑战
并存的经营环境,改革和创新资金管理体制,提升资金管理水平,由系统营运向市场营运转变,
主动管理利率风险和流动性风险,是国内中小商业银行适应环境变化的理性选择和必然趋势。

Abstract
Domestic interest rates to speed up the process of market reform, foreign banks access to China's
petitive banking industry trends and China'mercial banks way of doing business
caused by changes in working capital mercial Bank management had a significant impact on our
