摘要
对于核心竞争力的研究,国内外众多的研究成果多限于企业核心竞争力研
究,把核心竞争力理论应用到湘西土家族苗族自治州(简称为湘西州)旅游的发展
研究中,目前国内外未见相关研究进展,还是一个很新的课题。
湘西州旅游资源种类全、品位高、特色资源多、地域分布合理、自然景观
与人文景观兼容互补融为一体,旅游业已经逐步成为当地国民经济新兴的支柱产
业。但是由于各种原因,湘西州的旅游资源仍然没有得到充分利用,在旅游行
业的竞争中其优势没有得到充分体现,还没有展现出湘西州旅游独特的魅力。
本文从介绍核心竞争力及区域旅游核心竞争力的基本概念入手,在综合前
人研究的基础上,构建了旅游核心竞争力要素模型,认为构成旅游核心竞争力的
要素主要有:生产要素、旅游需求、旅游环境、旅游业管理和决策能力。在此基
础上对湘西州旅游资源进行评价,对旅游发展现状进行分析,认为湘西州旅游资
源市场竞争力强,旅游发展潜力大。然后运用旅游核心竞争力要素模型对湘西州
旅游核心竞争力进行分析和评价,指出湘西州旅游核心要素具备强劲竞争力,且
提升空间较大,但是资源整合能力较弱,存在着经济发展落后、资源与产品不匹
配、旅游商品开发力度不够、旅游专业人才严重缺乏、旅游配套设施落后且严重
不足、旅游行业管理亟待加强等制约湘西州旅游核心竞争力形成的诸多因素。因
此,湘西州应该从生产要素开发利用、旅游需求创造、旅游环境改善、旅游业管
理和决策能力提高四方面来培育和提升旅游核心竞争力,以此推动湘西州旅游业
快速健康发展。

ABSTRACT
Regarding research into petence, many foreign and domestic studies
have been restricted to the petence of enterprises. This theory should also
be applied to the research and development of tourism in the Xiangxi Tujia and Miao
Nationalities Autonomous Prefecture (hereafter known as “Xiangxi Autonomous
Prefecture ”), thereby promoting the development of tourism in Xiangxi Autonomous
Prefecture and giving it a petitive advantage. Presently the correlation
research has not been seen at home or abroad as this is still a very new topic.
Xiangxi Autonomous Prefecture’s tourism resources are of many types, are of a
high quality, are unique, the distribution of lands and mountains are reasonable, and
the natural and cultural patibly merge into anic whole.
Therefore, the emerging local tourist industry is gradually ing a burgeoning
national economic mainstay industry. Yet for many reasons tourism in Xiangxi
Autonomous Prefecture has still not attained its full potential. It has not attained
superiority petition in the tourism industry and has not unfolded the
unique charm of Xiangxi Autonomous Prefecture.
