电信业与区域经济协同发展研究--以内蒙古自治区为例

摘要
我国国民经济正在从传统产业结构逐步向以信息、生物技术引领的现代产业
结构转变。在“十二五”规划建议中,中央将新一代信息技术产业置于七大战略
性新兴产业之首,国务院同时把新一代信息技术定位为 2020 年国民经济的四大
支柱产业之一,并把信息产业长期定位于国民经济战略性、基础性、先导性产业。
本文以信息产业最为活跃的电信业为研究主体,综合采用比较分析、理论分
析和实证分析等方法,以内蒙古自治区为案例,研究电信业发展与区域经济发展
的关系,在分析内蒙古自治区整体经济发展情况的基础上,认为内蒙古自治区电
信业发展仍存在着电信服务不能完全适应社会多样化的需求,服务内容较为单
一,城乡发展不平衡,电信业务创新亟待加强等问题,最后为进一步促进及提高
内蒙古自治区电信业的发展提出了相应的对策建议。

ABSTRACT
China national economy has been changed from traditional industrial structure to
modern industrial structure leading by information technology and biotechnology.
China central government takes the new information technology as the first among
seven new strategic industry in the twelfth five-year plans, locates it as one of four
mainstay industry in 2020, and looks it like strategic, foundational and leading
industry of national economy in the long terms.
This paper takes munications industry which is the most activity in
information technology industry as the main object, studies the relationship between
munications industry and regional economy development, by using many
methods parative, theoretical and empirical ways, taking Neimenggu
Autonomous Region for example; deems that there are many difficulties, such as the
service of munications does not meet the social diversified demand, the
service contents are too single, the development is imbalance between cities and
countries, and so on. And the last, this peper gives some advices for promoting and
enhancing the development of munications industry in Neimenggu
Autonomous Region.
