政府投资项目是政府实施社会投资活动的一种重要手段,是全社会固定资产投资
的重要组成部分,在我国国民经济和社会发展中发挥了重要的作用。长期以来, 政府
投资项目实行“财政出资, 部门管理”的单一模式,这种传统模式在我国计划经济时
期发挥过巨大作用,但随着我国投资体制改革和工程建设管理改革的深入,传统模式
呈现出的技术力量薄弱、投资效益低、社会资源浪费、滋生腐败等种种弊端,已严重
影响政府投资的实际效用,不能适应我国新的社会经济发展环境。
近年来,在我国政府投资领域引入一个全新的政府投资项目管理模式——代建
制。本文通过对发达国家政府投资项目管理特点和启示以及我国政府投资项目管理模
式、各地代建制试点模式进行对比分析,对代建制的内涵、优势、发展、理论基础和
各地代建制实践中存在的问题进行了总结归纳。通过对苏州工业园区政府投资项目代
建制管理现状分析,并以苏州南环桥隧工程代建制管理为实证分析,深刻剖析了园区
代建制实践中存在的问题。最后,根据我国和园区代建制实际应用领导中存在的问题,
在确立代建制主体法律地位、加强市场准入管理、规范合同体系、代建取费标准、配
套监管体系等方面对园区代建制的完善和发展提出对策建议。

英文摘要
ABSTRACT

Government-funded project is an important tool of government functions of
implementing social investment activities. It is an important part of total fixed assets
investment and it has played an important role in the economic and social development of
China. For a long time, government-funded project has implemented the single mode of
"financial contribution, departmental management". This traditional mode has played a
significant role in in China's planned economy period. However, with the depth of the
construction of China's investment system reform and management reform, the traditional
model has shown the weakness of the technology, the low investment returns, the social
waste of resources, corruption and various drawbacks has seriously affected the actual
effectiveness of government investment. It can’t meet our new socio-economic
development environment.
Recently, a brand new model of administration for governmental investment program
called construction agent system has been introduced into the field of our governmental
