摘要
操作风险主要是指由不完善或有问题的内部程序、人员及系统或外部事件所造
成损失的风险。与信用风险和市场风险相比,操作风险表现多样、损失更大、隐蔽
性更强、防范和控制难度更高。中国邮政储蓄银行存款规模位居全国第五,但由于
人员、体制、政策等原因,内控机制薄弱,风险管理意识淡薄,形势严峻。因此借
鉴国内外经验,建立适合自身的操作风险管理体系,不仅能有效规避风险,促进业
务发展,也是提升竞争力、参与市场竞争的需要。
本文采用理论与实证分析相结合的方法,结合作者在中国邮政储蓄银行 5 年的
风险管理工作经验。首先以近年来国内外发生的金融大案要案为切入点,详细阐述
了操作风险的概念、分类、原则和度量方法;其次结合我国银行业的操作风险管理
现状,重点从公司治理、组织结构、人员素质和系统安全及风险管理手段等方面对
中国邮政储蓄操作风险的管理现状进行了剖析,指出了存在的问题和不足;最后通
过分析国内外先进银行在操作风险管理方面的实践经验,进行汇总提炼,结合中国
邮政储蓄银行自身特性,提出中国邮政储蓄银行的操作风险管理框架和实施对策,
即在管理框架方面建立健全中国邮政储蓄银行的公司治理结构,加强内部控制和三
道防线建设,建立操作风险管理系统,在实施对策方面塑造“诚信审慎”的风险管
理文化,实施人才战略,构筑人才高地,重组优化业务流程,加强信息披露管理等
措施,以期能够为中国邮政储蓄银行的操作风险管理提供一个大致的发展方向和基
本思路。

Abstract
Operational risk is the risk caused by plete or defected operational procedure,
working staff or outside incident. Compared to credit risk and market risk, operational
risk takes on various forms with more invisibility, causing greater potential loss and
requiring more efforts of precaution and control. Despite the fact that Postal Savings
Bank of China ranks the fifth in deposits nation wide, it has yet to face grave situation
caused by its staff, operating system, related policy, as well as weak internal controls
mechanism, etc. Therefore it is urgent for Postal Savings Bank of China to establish a
well-founded operational risk managing system through learning advanced managing
experience and further adjusting and adapting it in accordance to Postal Savings Bank of
China’s own need, which will not only helpful for avoiding some operational risk
efficiently and sustaining the development of business of Postal Savings Bank of China,
but also can meet the need of strengthening Postal Savings Bank of China’s market
competence.
