电子政务信息资源共享机制运行瓶颈及其化解

摘要

电子政务信息资源共享是我国信息化建设中的重要部分。本
文力图从机制的角度把握共享的规律。电子政务信息资源共享机
制包含了信息,以及与信息流动息息相关的权力和利益等三个要
素。三要素之间是一种价值平衡关系。这种平衡在实践中常常具
体化为不同的关系模式,并通过一系列的规则体现出来。
目前我国电子政务建设正处于由国外移植,到国内适应和改
良以及初步发挥作用的阶段。在这些过程中障碍和困难是不可避
免的,尤其是电子政务信息资源共享机制的发展遭到了利益分割
失调、信息资源管理滞后、共享环境发展失衡等瓶颈,始终得不
到持续、全面的发展。不仅如此,在进一步的研究中还发现,这
些制约因素并不是孤立的,而是一个包含了当前和长远、隐性和
显性、硬件和软件障碍的集合。
本文将研究对象锁定在电子政务信息资源共享机制的研究
上,从权力流对信息流的制约、利益流对信息流的制约角度对共
享机制运行瓶颈进行了深层解读。并针对以上制约,提供了信息
资源开发市场化、信息资源共享对象大众化、信息资源保障法制
化以及信息资源管理体制化等化解瓶颈的实践方法以供选择。

Abstract

It is an important part in the information construction of our
country that sharing the information resources of the E-government
together. This text tries hard to hold the law of the sharing in terms of
mechanism.
E-government information resources sharing mechanism
included such 3 key elements as information flow, power flow and
interests flow. Among three key elements are balanced relations based
on a kind of value. These balanced relations often turn into different
relation modes, and embody through a series of rules
At present, the development of the E-government information
resources sharing mechanism has been limited by the bottlenecks.
And, they are not isolated that these restrict the factor but related.
The basic way to dispel this kind of restriction is to seek a new
balance of information, power and interests. So, this text has offered
the appropriate mercerization leading, popularization leading,
legalization leading, etc. for you to choose.

引言

20 世纪 90 年代以来,伴随着信息技术、特别是网络技术的
飞速发展,信息化成为各国普遍关注的一个焦点。在国家信息化
体系建设中,电子政务信息资源的共享又成为整个信息化中的难
点。影响电子政务信息资源共享的因素有很多,其中缺乏行之有
效的共享机制是一个关键的因素。但在我国,对电子政务信息资
源共享机制的研究并不多见。如何界定电子政务信息资源共享机
制,深化对共享机制运行原理的认识,准确把握其运行瓶颈及突
破策略等,都是当前学术界需要解决的重要课题。本文围绕上述
问题,综合国内外资料,提出一些分析的思路和实践探讨。
