摘要
伴随着中国国民经济的快速发展,石油供需矛盾越来越凸现出来,成为制约经济
和社会发展的瓶颈。我国虽然有部分石油资源,但仍不能满足实际需要。因此,适当
进口一些石油不可避免。我国自 1993 年起成为石油净进口国,是世界石油进口和消
费增长最快的国家,根据 2008 年 6 月发布的《BP 能源统计报告 2007》数据,1993
—2007 年,我均增长速度仅为
%。2009 年我国原油的对外依存度已经突破 50%的国际警戒线①。因此,为了确
保稳定、充足的石油供应,我国石油企业应该加快对外直接投资的步伐,充分利用国
外市场,以保障国家经济发展和军事安全。
本文采用定性分析和数据分析相结合的方法,对我国当前的石油供需现状,对外
直接投资的背景,石油企业的竞争优势以及现阶段我国石油企业对外直接投资的现状
和主要存在的问题等进行了系统分析,对区域选择和模式选择提出了自己的见解。最
后得出了本文的结论:在世界经济全球化的国际大背景下,在 21 世纪全面建设小康
社会的目标下,我国对境外石油的高依存度是不可避免的,我国石油企业必须要克服
自身发展中的不足,借鉴跨国大石油公司的投资经验,采取恰当的投资方式,加强区
位投资优劣势分析,积极有效的实施“走出去”战略,通过对外直接投资,取得稳定
的石油来源,维护我国经济发展安全。

ABSTRACT
With the rapid development of China’s national economy, oil supply and demand
more and more stand out as a constraint to economic and social development bottleneck.
Although some of China’s oil resources, but still can not meet the actual needs. Therefore,
the appropriate import some oil is inevitable. Since 1993, China became oil importer,
is the world’s fastest growing oil imports and consumption of the country. According to
June 2008 release of “BP energy statistics report 2007”,data from 1993-2007,China’s
average annual petroleum consumption growth rate of %,while oil production average
annual growth rate of %.2009 China’s dependence on foreign oil has broken 50% of
the international alert ,in order to ensure stable, adequate oil supply, China’s
panies should speed up the pace of foreign direct investment, making full use of
foreign market in order to safeguard national economic development and military security.
