摘要

农村公共服务供给是社会主义新农村建设的必备条件之一。我们现在的农
村公共服务供给主要是沿袭改革开放前的农村公共服务体系。改革开放前,虽
然农村公共服务供给在数量上和质量上难以保障农民生产和生活的公共需要,
但农民基本没有农民阶层分化,主要是乡村社会管理者阶层和农业劳动者阶层,
而且乡村管理者阶层也参加生产劳动,农村公共服务供给还是与当时的经济社
会环境相一致。
本论文的论点和逻辑起点是农村公共服务供给要与农民阶层分化的情况相
一致。农民阶层分化与农村公共服务供给紧密相联,农村公共服务供给要适应
已经变化了的农民阶层分化情况。现在的农村公共服务供给在内容上和数量都
难以满足农民生产和生活的公共需要,与已经和正在进行的农民阶层分化情况
不相一致,农民阶层分化对农村公共服务供给具有巨大的影响。具体来说本论
文的主要内容是:
第 1 章:导论。在分析选题背景、选题意义,述评国内为农村公共服务供
给研究相关成果的基础上,界定基本概念,提出本论文的研究思路、研究方法、
主要内容和本论文的创新之处。
第 2 章:农民阶层分化与农村公共服务供给的历史变迁。从改革开放前后
的农民阶层分化的状况出发,分析农民阶层分化的主要特点、阶层分化的动因
和发展趋势。分析了改革开放前的农村公共服务供给的一些基本情况,改革开
放以来农村公共服务供给所存在的缺陷,以及这些缺陷的动因解析。
第 3 章:农民阶层分化对农村公共服务供给的影响。主要分析了农民阶层
分化对农村公共服务供给结构、供给主体、供给过程和供给效果评估的影响。
第 4 章:在 T 乡 H 村的实证分析。本论文对 H 村的阶层分化情况和公共服
务供给做了实地调查。对 H 村的阶层分化和农村公共服务供给的基本情况做了
详细的分析。
第 5 章:基于农民阶层分化的农村公共服务供给优化的对策。从优化农村
公共服务供给的原则出发,提出了优化农村公共服务供给的一些对策和措施。

ABSTRACT
The supply of rural public services is the basis of the building the new socialist
countryside, current mainly follows the system of rural public service before reforming
and open. Before reforming and open, although the rural public service cannot ensure
the need of the peasant’s production and living whether in the quality and quantity ,the
class of peasants cannot be divided ,mainly the class of rural management and the class
of rural labor, at the same time the class of rural management also participate in physical
labor. the supply of rural public service is still consistent with previous economic and
social environment .
The point of view in this thesis and logical point is that the supplying of rural public
service makes consistent with the classical division of peasant. the classical division of
peasant has close relationship with the supplying of rural public service, the supply of
rural public services must be accustomed to the changed condition, specifica
