摘要
在中国的经济与文化进入一个新的融合时期之时,文化产业发展
将是构建和谐社会和形成支柱产业的重要议题。并且,随着文化体制
改革的深入,文化产业成为中小城市社会经济发展中新的增长点,前
景不容忽视。
从理论上来看,比较优势理论和产业选择理论对于我们认识荆州
文化产业发展的优势有非常重要的意义,因此,必须明确荆州文化产
业发展中公共行政的价值取向和战略思路,以发展旅游业作为荆州文
化产业发展的突破口。从具体操作来看,通过对荆州概况的介绍、公
共政策的梳理、主要行业发展的描述,分析了荆州市文化产业发展的
现状,找出了荆州市文化产业发展滞后的根本原因,要求政府创新政
府文化管理体制和机制,切实转变政府职能,走政府推动与文化企业
市场主体地位结合的道路。
本文正是在此认识和理解的基础上,结合荆州市实际,提出了加
快发展荆州市文化产业的对策,侧重在文化旅游方面发展文化产业,
以发展重大项目为突破口,同时加快优势资源的整合开发,主张政府
通过长期的文化消费引导和市场培育,为荆州文化产业提供良好的发
展基础。通过对法律法规的建设完善、人力资本的积累、公共服务的
完善,提高荆州市文化产业发展的速度和效益。

Abstract
During a new period of the integration of China's economic and
cultural development,the development of the cultural industries has
already e an important topic about the harmonious society and the
Pillar , With the deepening reform of cultural system,that's
also new growth point in small cities, the future could not be overlooked.
Theoretically speaking, Comparative advantage theory and
Industry-level selection theory plays an important part in updating our
understanding of the advantage in Jinghzou cultural industries development.
Meanwhile, the Government must determine the value-orientation in the
public administration and strategy of cultural
development is a breakthrough in Jinghzou cultural
speaking,with the broad description of public policy, the main development
of the industry ,analysis of the current situation in the Jingzhou Cultural
Industry , identified the root cause of the development of cultural
industries lag ,to innovate the cultural management system, to
effectivelychange the government functions, to coordinate thedevelopment
of the rural economy and culture and to take the bining
