苏北县级市招商引资政府作用研究——以射阳县为例中文摘要

中文摘要

本文以地处苏北经济欠发达地区的射阳县的招商实践为例,在通过对射阳招
商引资工作进行 SWOT 分析的基础上,剖析射阳招商引资存在问题的原因,并根
据两缺口理论和 FDI 区位选择理论,有针对性地提出招商引资的相应对策。
招商引资在国民经济发展和改革开放中发挥了重要作用。地方政府为主导的
招商引资模式产生了巨大效益,对各地经济的发展产生了积极影响。招商引资是
指借用外资、吸收外商直接投资、商品信贷及外国的无偿赠送来发展本地社会经
济的一项重要活动;它的主要类型有创业招商型、营销招商型、直接招商型、生
态招商型、社会招商型等五种类型。
服务型政府是我国地方政府转变的重要方向;招商引资工作要顺利开展,需
要政府在宏观调控,合理引导加强招商服务方面发挥更大的作用,通过建立服务
型政府提高公共服务管理水平,为招商引资提供良好的公共秩序和有效的公共服
务。基于此理论之上,我们设想几大对策措施来完善地方政府的招商引资职能:
改进公共服务和公共基础设施、优化本地区投资软环境;培植招商引资主体、调
整与注重产业招商、健全招商引资制度等。

Abstract

The essay on the example of attracting bid for invite investments by sheyang local
government which is based on the SWOT analysis of the example, and the reason of the
problems in it, gives some measures targetedly in terms of two-gap theory and FDI
district-choice theory.
