我国中小学教师职后培训模式存在的问题及对策研究
摘要
目前我国正在如火如荼地进行着基础教育改革,作为基础教育的领航者和教育改革
的实施者----中小学教师的素质的高低决定了基础教育改革的成败。对于中小学教师素
质的构成分为职前培养和职后培训,其实教师的职业生涯是从真正走上讲台开始的,所
以教师的从教一生需要各种类型的培训来提高教师的教育教学能力,因此教师的职后培
训很关键。培训什么、怎么培训、谁来培训、培训的效果这些因素都很重要。改革开放
30 年以来,我国中小教师的职后培训一直在进行着,年年办,期期办,但效果却差强人
意。举办方没有实质的目的性,或为了完成自己的本职工作或为了应付上级的检查,培
训的重要参与者----教师的积极性更是不高,因为从培训中很难获得真正具有指导性的
工作建议,而且培训的效果也没人来评价,培训效果的好与坏影响不到教师的工资、奖
金和晋级的情况。因此没人重视教师的职后培训,都把它当成一种差事应付了事。笔者
研究发现各种模式下都不同程度的存在着如下问题:(1)培训组织形式化;(2)参培人
员被动化;(3)参训目的功利化;(4)培训内容缺乏实效性;(5)教师在培训中失语化。
本文试图从这些问题入手来探讨目前我国中小学教师职后培训模式存在的问题及其解决
对策,试图提出一些有价值的启示和建议。

Research of Problems and Managements on Primary and
Secondary School Teachers In-Service Training Model
Abstract: We are carrying through the curriculum reform of foundation education vigorously
now, the teachers as the pilot of the foundation education and the implementer of the curriculum
reform, whose quality decides the ess or failure of foundation education curriculum reform.
The structure of the teachers’ quality of the elementary and secondary school has two parts:
pre-service cultivation and in-service training. In fact, the graduates of the normal universities
e real teachers from ing to the platform and having their lessons to students, so
they need various kinds of in-service trainings to improve their teaching abilities, we can see
from that the in-service trainings are very important. It’s very important that what to train, how
to train, who to train, the effectiveness of the training to achieve the effective in-service training.
The teachers in-service training of elementary and secondary school is being carried out every
year and every term since we began to reform and open up to the outside world, but the result is
