摘要
信息资源是信息时代科技进步、社会发展的重要战略资源,信息资源共享成
为构建和谐社会的最主要音符之一。然而,相对于经济社会发展对信息资源需求
的持续增长而言,我国信息资源的共享仍是一个最薄弱的环节。
大量实践经验表明,产业化是信息资源共享的“助推器”和“加速器”,利
用市场机制能有效引导全社会的信息资源共享。信息产业链作为一种新型的产业
组织管理模式,其内在经济性和外在带动效应能促进信息资源的真正普遍共享。
文章从总结前人研究成果入手,首先梳理了信息产业和产业链的基本理论:
对信息产业的概念和范畴做出了新的界定,对产业链的定义、结构、特点和经济
性提出了自己的见解,并在此基础上,阐述了对信息产业链的认识,对信息产业
链的概念、结构以及信息产业链的信息资源共享功能等内容进行了具体的论述。
然后,文章分别从逻辑层面和物理层面,分析了我国信息产业链结构的现状及存
在的问题。最后,文章提出了我国信息产业链结构优化的构想,在这一部分内容
中,首先结合信息产业的发展趋势、全球信息产业链结构的调整动态,以及我国
信息产业链结构现状及优化潜力,对我国信息产业链结构的优化进行针对性地发
展定位,然后重点提出我国信息产业链结构优化的路径的设想,最后阐述我国信
息产业链结构优化所需的配套环境。
对我国信息产业链的结构及其优化的系统研究,不仅可以进一步丰富信息产
业、产业链和信息产业链的相关理论,还对如何利用产业链组织理论指导我国信
息产业链结构的优化以及推动信息资源的真正共享等现实问题提供实践参考。

ABSTRACT
Information resource is the important strategic resources of science and
technology progressing and the national economy developing in the Information Era.
Information resource sharing es one of the most important elements of the
harmonious society. Opposite to sustaining information resource demands of
economy and society developing, however, information resource sharing of our
country is still a weak link.
Large members of experiences indicate that, industrialization is “the auxiliary
booster” and “the accelerator” of information resource sharing. The market
mechanism can guide effectively the entire social information resource sharing. As a
new mode of anized and managed, the information industry chain, can
promote the true and universal sharing of information resource by its inherent
efficiency and external impetus effects.
From summarizing the predecessor’s researches, the bs the
elementary theory of information industry and industry chain. It gives a new
definition of the concept and the extension of information industry,and proposes the
own opinion on the definition, structure, characteristic and efficiency of indu
