毛泽东民主政治观与当代中国民主行政建设路径研究

摘要
毛泽东民主政治观是毛泽东政治思想的核心组成部分,是以毛泽东为核心的
党的第一代领导人对中国特色的社会主义民主政治新模式进行探索的结晶,毛泽
东民主政治观的主要理论源泉来自于对马列主义民主思想的继承、对古代政治思
想中的民主思想精华的发展、对资产阶级民主思想的批判性吸收。毛泽东民主政
治观有着丰富的内容和严密的逻辑结构,它主要包括确立与彰显人民当家作主地
位的民主政治价值观、保障与巩固人民民主权利的民主政治制度观、尊重与维护
人民群众利益要求的民主政治行为观。毛泽东民主政治观既体现了社会主义性质
又充分彰显了人民性。民主行政是健全我国社会主义民主政治的重要举措,是社
会主义政治文明的重要内容,也将有力地推动社会主义民主建设进程。民主政治
观指导着民主行政建设进程,民主政治建设中的政治理念指导着民主行政的建构
和运行,构成了民主行政建设的“内在精神”。毛泽东民主政治观是当代民主行
政建设的宝贵精神财富,毛泽东民主政治观为民主行政建设确定了价值取向以及
遵循原则。
在当代民主行政建设中,应以毛泽东民主政治观为指导,坚持从民主行政意
识、民主行政制度和民主行政行为三个层面来推进我国的民主行政建设。一是树
立全心全意为人民服务的民主行政意识,它体现为行政人员维护和捍卫公共利益
的行政责任意识,为民众提供公共物品和服务的服务意识,以及体现和尊重民众
意志的民本意识。二是建立健全保障人民群众当家作主的民主行政制度,包括健
全行政公开制度,保障民众的知情权。完善行政监督制度,保障行政权力不被滥
用。大力发展行政法治,为民主行政提供保障。三是规范体现人民群众利益的民
主行政行为,包括实现政府的行政管理行为向非权力取向转变以及民众的行政参
与要在行政过程中得到彰显。

Abstract
Mao Zedong's democratic politics view is the ponent of Mao Zedong's
politics ideology. It is the crystallization of the first generation of leader’s politic
thought. The main theory source of Mao Zedong's democratic politics view is
Marxism-Leninism democratic thought, the democratic thought quintessence of
traditional political ideology, and the criticism absorption of the bourgeois
democracy thought. Mao Zedong's democratic politics view has abundant content
and rigorous logic structure. It includes the democratic politics value that
establishes and reflects the people‘s master status, the democratic politics system
view that ensures and consolidates the people's democratic rights and the democratic
political behavioral view that respects and safeguards the people's interests. Mao
Zedong's democratic politics view reflects socialist properties as well as manifests
the affinity to the people. The democratic administration is important action which
