摘要
政府经济性规制作为政府干预经济的主要方式之一,对纠正市场失灵,推动国家的经济社会发展起着至关重要的作用。了解和掌握政府经济性规制的一般理论,如规制的形成和发展、规制的内涵、规制的原因、规制的内容和方式等,对有效进行政府经济性规制有着重要意义。政府经济性规制很大程度上源于市场失灵,但政府在矫正、克服市场失灵的同时,因为规制过度、政府信息的不完全性、规制者被被规制者俘虏等原因,又产生了规制成本高、规制效率低、规制腐败等一系列规制失灵问题。所以,必须对经济性规制进行改革,适当放松规制,引入激励性规制,推行民主化规制,加强法律保障,协调规制过程。就我国而言,一方面应借鉴西方的理论成果和实践经验;另一方面要正视我国国情,具体问题具体分析。

On the Economic Regulation of Government
Abstract
As one of the economical fundamental modes of government, economic regulation plays very important role to correct the market failures, develop the economic and society. Understanding and grasping the general theory of economic regulation, such as its formation and the development, its connotation, its reasons, its content and the ways and so on, has effective significance to promote the economic regulation. Economic regulation mainly cause of market failures, but during correcting and ing the market failures, economic regulation also has a series of failures, such as high cost, low efficiency, the corruption and so on. Because of regulating excessively, government information pleteness, regulatory capture and so on. Therefore, we must carry on reform to the economic regulation, deregulating suitably, introducing incentive regulation, carrying out de
