摘要

重庆市集大城市、大农村、大库区、大山区和民族地区于一体,城乡二元结
构矛盾突出,统筹城乡发展任重道远。在新形势下,加快推进重庆市统筹城乡改
革和发展,破解城乡二元结构体制,对实现重庆市城乡经济社会的协调发展具有
重要意义。乡镇政府作为统筹城乡发展的具体执行者,一头连着区县级政府,一
头连着村民自治组织,是全面推进城乡经济社会一体化发展的重要力量,其职能
的发挥直接关系到农村经济的繁荣稳定、农业改革的顺利推进和农民生活水平的
提高。在统筹城乡发展中,切实转变乡镇政府职能,不仅是乡镇行政管理体制改
革的重点,构建服务型政府的重要内容,更是实现以城带乡、以工促农、城乡互
动的客观要求。
虽然重庆市乡镇行政的改革取得了一定进展,但由于未对其进行有效的职能
转变,改革尚未取得实质性的突破,统筹城乡建设仍面临不少亟待解决的问题。
本研究以国内外政府职能的相关理论为基础,通过向重庆市部分乡镇农村居民及
乡镇干部发放问卷,对重庆市乡镇政府职能现状进行实证调查研究。调查表明,
在统筹城乡背景下,重庆市乡镇政府职能转变中面临服务意识缺乏、工作积极性
不强、财政收支恶化及公共服务职能不到位等问题。并对产生这些困境的制约性
因素做了剖析。结合重庆市统筹城乡发展的状况,剖析上述问题形成的原因,探
究乡镇政府职能转变的对策建议。本研究认为重庆市乡镇政府要转变职能,需从
思想观念、行政体制改革、完善财政体系、加强队伍建设及公共服务建设等方面
着手。

ABSTRACT

Chongqing is a big city, large rural areas, and large reservoir areas, mountainous
and ethnic areas. It is in one of the obvious contradiction between the urban-rural dual
structure, urban and rural development. Chongqing urban and rural reform and
