文档介绍：摘要摘要我国经过近30年的粗放式经济增长,一方面经济建设取得了举世瞩目的成就,工业化程度大大加强,人民的生活水平有了明显改善,成为世界上经济增长最快的国家之一,另一方面我国的资源环境问题也大大恶化,成为世界上生态环境破坏比较严重的国家之一。所以党和国家提出了要全面落实科学发展观,坚持加快改革开放和自主创新,坚持推进经济结构调整和增长方式转变;提出了要建立资源节约型、环境友好型的循环经济模式。而“静脉产业"是循环经济的重要组成部分。在循环经济的运行中,静脉产业是与动脉产业同等重要的产业部门。所谓“动脉产业”是指开发利用自然资源形成的产业,而“静脉产业"是指废弃物资源化形成的产业;它是相对于“动脉产业’’而言的。本文以我国“静脉产业"为研究对象,通过对国外发达国家发展“静脉产业"的成功经验和方法进行归纳总结,对我国发展“静脉产业”的现实意义和迫切性,以及我国“静脉产业的发展现状和发展过程中存在的问题进行了比较分析,并提出了自己的对策建议。目前我国循环经济系统中面临的主要问题是一方面传统的“线性经济”增长模式消耗掉了大量的资源,造成了资源的短缺;另一方面“动脉产业"和“静脉产业"发展严重不协调,导致了比较严重的环境污染。而具体到“静脉产业’’自身来说,存在的问题主要有: 缺乏发展“静脉产业”的战略规划;发展“静脉产业’’的法律体系还不健全;对“静脉产业”的政策支持不够完善;我国的垃圾回收体系不完善;“静脉产业”技术水平低,存在较为严重的“二次污染”:“静脉产业”类园区发展滞后。针对目前我国发展“静脉产业”所面临的这些问题,笔者提出了一些对策建议,希望能为规范和保障我国“静脉产业"顺利发展,促进“静脉产业"和“动脉产业"协调运行,确保经济系统的健康稳定,最终实现各项经济目标提供一些有益的帮助。关键词静脉产业循环经济动脉产业静脉产业类园区 Abstract Abstract Our country went through theextensive economic growth nearly 30years,on one hand,the economic development has made remarkable achievements,greatly enhance the level of industrialization,and thepeople’S standard ofliving hasimproved significantly,ing one of the fastestgrowing economies inthe world。and on the otherhand,Chim。S resources and environment has alsodeteriorated,ing theworld’Smore serious damage totheecological environment munist Party and thecountry have suggested that we must thoroughly apply the ScientificOutlook onDevelopment,persist elerating thereformand openness andindependent innovation,endeavor tooverhaul theeconomic structure,accelerate thetransformation of theeconomic growth mode,and“venous industry”is themostimportant parts ofCircleEconomy Develop thecycliceconomy and build a resource—conserving andenvironment·friendly society since the Sixteenth National Congress munist Party circulation economy operation, venous industry isofequal importance with artery industry branch. ”artery industry’’is torefer tothe industry developing andmaking use ofnatural resources,but·'venous industry”is theindustry pointing toresource—realizationformation of
