中国民航运输业市场结构动态演进与产业政策选择

摘要
中国民航运输业创建于 1949 年,基础薄弱,发展之初的 30 年一直处于高
度集中的计划经济体制之下。从 1980 年开始至今,先后经历了几个不同阶段的
市场化改革,目前已成为整个交通运输体系中一个重要组成部分。同时,随着
经济全球化的深层次推进与我国加入 WTO 之后的各国经济联系加强,我国民航
运输业面临着巨大的挑战。
本文主要运用产业经济学、规制经济学和竞争战略等相关理论与研究方法,
以我国民航运输业的市场结构和产业政策为研究对象,在总结与借鉴国内外民航
市场结构研究理论与方法的基础上,结合我国国情和我国民航运输业的具体特
点,运用五种竞争作用力分析为基本思路,并结合产业组织理论中经典的SCP(结
构-行为-绩效)范式,对我国民航运输业的产业属性与市场结构中的相关问题进
行定性和定量分析研究,进而又对我国民航运输业市场结构的绩效进行分析,并
根据存在的问题,提出相应的政策建议,同时对我国民航市场结构成因进行理论
探讨。
本文的研究结论对于评价我国民航运输业市场结构、市场绩效和产业政策具
有一定的理论意义和现实意义,对我国民航运输业的发展具有较为重要的参考价
值。

Abstract
China Civil Aviation Transportation Industry was founded in the year 1949 and the
foundation is not strong. In the first 30 years, it was in the control of the planned
economic system. From the year 1980, China Civil Aviation Transportation Industry
has went through several marketization reforms. China Civil Aviation Transportation
Industry has e a significant part munications and Transport Industry.
Compare data shows paring with the GDP, China Civil Aviation
Transportation Industry has a faster speed of development, and it is getting more and
more important in the whole economy. However, China Civil Aviation Transportation
Industry is still a sunrise industry and it has a long way to go. Meanwhile, with the
economic globalization and the entry to WTO, China Civil Aviation Transportation
Industry is facing more challenges.
On the basis of summarizing the theories and methods of the study of market structure
of Civil Aviation Transportation at home and abroad, this thesis will make a study of
the dynamic development of market structure of China Civil Aviation Transportation
Industry, analyze the causes of formation of this structure and give some suggestions
to the selection of industrial policies.
