摘要

大学科技园演绎了高技术时代一种全新的经济发展模式不仅成为 20 世纪高
技术产业化方面最重要的创举而且成为 21 世纪世界经济发展的主流形态因此
对科技园区的研究已日益引起国内外的高度重视大学科技园的理论与实践是一
个涉及面广且十分复杂的大课题是一项极富有开创性的研究工作本文试图
综合运用区域创新系统的理论与方法对科技园的创新发展模式深入研究这在
理论和实践上都具有重大的现实意义
本文在总结中外大学科技园区发展研究成果的基础上结合本人在大学科技园
的工作实践运用案例分析和规范研究相结合纵向概括和横向比较相结合的研
究方法对我国大学科技园发展现状进行综合分析透视我国大学科技园发展中
存在的问题从一个崭新的角度提出构建我国大学科技园区域创新网络的新思路
旨在对我国大学科技园的发展提供参考
首先根据现实对大学科技园的要求通过对现有文献的梳理着重介绍了国外
大学科技园的发展历程和发展趋势并进行了相关案例分析总结出国外大学科
技园的发展对我国发展大学科技园的启示以及我国大学科技园发展中存在的问
题在此基础上提出了我国大学科技园发展模式的新思路——构建区域创新网
络并进一步探讨了大学科技园区域创新网络的构建途径以及创新网络中知识
转移机制等问题为我国大学科技园的发展运行提供借鉴和参考最后对重庆大
学国家大学科技园进行研究分析找出其发展过程中的各种问题并提出相应的对
策措施

ABSTRACT

The University Science and Technology Park (S&T Park) displays pletely
new economic development model in the high-tech times. It brings with it a new model
for the development of economy---the knowledge economy, which is not only the most
significant innovation in the high-tech industrialization in the 20th century. But will also
be the main stream of the world economic development in the 21st century. The study on
University S&T Park, therefore, is gaining increasing attention both at home and abroad,
In fact, the theory and practice of the park is plicate topic that involves different
aspects and the study of it will be a pioneering project. The author tries to make a
profound study, using Regional Innovation System theories and methods on the mode of
developing and running of University S&T Park. The study will have much significance
both in theory and real practice.
This article is on the basis of summarizing the hi-tech park of China and foreign
countries in developing research results, combine my working practice in Chongqing
University S&T park, use the approach of case study and criterion analysis, lengthways
surveys and parison, a
