摘要
公路超限超载运输是我国道路运输行业面临的重要问题。随着这一问题的日益突出
及其危害的愈加严重,交通执法部门通过经济、行政、法律、技术等各种手段加大对违
法运输车辆的治理力度。但由于缺少对超限超载运输成因的系统性认识,各种治理手段
之间缺乏协调互动,造成了治理工作的高成本、低效率。本文以此为切入点,立足于对
超限超载运输成因的系统分析和现有治理手段的客观评价,在总结经验教训的基础上提
出完善现有治理手段、整合现有资源建立治超联动机制的治理新模式。
首先,本文在界定超限超载运输内涵的基础上,结合轴载与路面破坏间的关系以及
运输经济学的相关理论,阐述了超限超载运输的危害。然后,结合我国的经济社会背景、
市场运行机制以及运输管理体制分析超限超载运输问题在我国日益突出的原因。再后,
根据我国治理现状,客观分析了计重收费、行政执法、联合治超等措施的成效及不足,
并结合美、英、日等国的治理措施,提出了我国治理超限超载措施的改善之处。最后,
从完善计重收费机制、树立行政执法权威性、建立治超联动机制、创新技术手段等方面
提出了治理超限超载运输的建议。

Abstract
The transportation of over-limited and over-load on highway is one of the difficult
problems in our country. With this illegal behavior increasingly prominent and the harm even
more serious, the traffic administrative department adopts economic, administrative,
legislative and technical measures to suppress this phenomenon, which effectively promoted
the resolve of this problem. But the present means rarely concentrated on systemative
understanding of the formation mechanism and the coordinate of different measures. This
caused the result of high cost and low efficiency. So the paper chose this field as a cut-in
point and took a deep research on the reasons of over-limited and over-load transportation.
Then, it raised a new pattern to solve this problem based on the evaluation of existing
countermeasures. This new pattern focused on perfecting existing means and integrating
existing resources to establish linkage mechanism.
