摘要
改革开放以来,我国农村公路建设发展迅速,农村交通面貌焕然一新。但随着农村公
路的快速发展,农村公路养护需求与养护能力之间的矛盾亦日益突出。在农村公路养护研
究中,主要偏重于对养护管理政策方面的研究,对农村公路养护技术政策的研究比较少,
可参考的资料也比较少。目前还没有一部完整的农村公路养护技术政策。
本文以辽宁省交通厅科研项目《辽宁省农村公路养护技术政策研究》为背景,结合辽
宁省农村公路养护的实际情况,对辽宁省农村公路沥青路面养护评价和养护决策进行了系
统的研究。
首先,从沥青路面病害入手,通过对辽宁省农村公路沥青路面病害现状的调查,结合
2003~2006 年辽宁省已建成农村公路网情况调查和实地路线的调研资料,全面系统地归
纳和总结了我省农村公路沥青路面病害类型及病因,提出了适合辽宁省农村公路路面病害
实际情况的维修措施和预防措施。
其次,通过对农村公路使用性能和路面使用性能评价指标的分析和研究,在对现有路
面使用性能的综合评价指标和单项评价指标对比分析的基础上,确定辽宁省农村公路沥青
路面采用路面使用性能单项评价指标作为养护评价指标,并提出了交通量作为养护决策时
的参考指标。
再次,在辽宁省农村公路养护对策的调查和分析的基础上,根据标准养护对策概念,
提出了适合辽宁省农村公路沥青路面养护的养护维修对策,并对其施工要点、经济效益进
行阐述,为辽宁省农村公路养护决策模型的建立提供了依据。
最后,在已确定的养护评价指标和养护维修对策的基础上,借鉴国内农村公路的养护
经验,并与辽宁省公路局有关专家领导的反复论证后,提出了辽宁省农村公路沥青路面养
护决策模型。通过该模型的应用将有效地指导我省农村公路路面的养护,促使养护工作标
准化、科学化、现代化。

Abstract
Since Reform and Opening, with the rapid development of the rural highways, the
contradictions between the need and ability of maintenance have e increasingly prominent.
The research on the rural highways maintenance is lopsidedness, there is lots of research on
maintenance management but few on maintenance technology policy, the references are also
quite few. At present, the technical policy for maintenance of rural highway hasn’t been
published.
Under the background of the research on “The Technology Policy for Maintenance of
Rural Highway in Liaoning Province” by the Traffic Department of Liaoning Province,
systematical research has been done on the evaluation and decision for maintenance of the
asphalt pavement according to the actual condition of the rural highway maintenance in
Liaoning Province.
