摘要
“更好的治理、更好的服务”是当前全球化行政改革浪潮中各国所追求的目标。中
国政府顺应世界性的发展趋势,把“服务型政府”建设作为我国行政改革和发展的方向。
从近些年行政改革的实践来看,从中央到地方,各级政府都高度重视服务型政府的建设,
不断进行有效的探索和改革,很大程度上推动了服务型政府的发展。但我国的服务型政
府建设尚处于起步阶段,在发展的过程中也存在很多问题。比如对权力的崇拜致使很多
官员认识不到自身的公仆身份,常以“官老爷”自居,不尊重公民的权利。为人民服务
的理念与实践存在着悖论,实然与应然存在着不小的差距。行政改革最核心的问题是政
府职能的有效转变,而当前的政府职能转变不到位成了服务型政府深入发展的最大掣
肘;相关体制机制的改革触动既得利益集团的利益也使得服务型政府的推进比较缓慢,
等等这些都阻碍着服务型政府的深入发展。
如何创新政府治理模式,提供更多更好地服务,解决发展中的难题,考验着各级政
府的执政能力。深入分析近些年来各级政府推动服务型政府建设的现状和存在的问题,
进行阶段性的反思,明晰前进的路径,将会使我国服务型政府的建设实现更好的发展,
更好的应对国际竞争,提升综合国力。

“Better government , better service”is the target which all countries pursuit in the
globalization wave of administration reformation .Chinese government conform to the trend
of the development of world which serve "service-oriented government" construction as the
orientation of administration reformation . In recent years , from the practice of the
administration reformation in China, the government at all levels attaches great importance to
the construction of the service-oriented government, continuously for effective exploration
and reformation, to a great extent by the development of the service government. But the
