Abstract:paniesaremakinganunprecedentedefforttoreducefuelconsumptionandcarbonemissionsduring thevoyage,whicharedirectlyeffectedbyport’’Sarrivaltimeisakeyparameter intheformulationofberthallocationplanforports,thispaperintroducestheship’SarrivaltimeintothetraditionalBAP (BerthAllocationProblem)modelasadecisionvariable,designsanewberthallocationstrategy--VAT(VariableArrival Time)strategy,whichisbasedonthecoordinationbetweentheportsandtheshipoperators,blendsthefuelconsumption andcarbonemissionintheBAPmodel’Stargetfunctionandbuildsbi-objective(minimizingfuelconsumptionanddeparture delaytime)optimizationmodel,usesMOGA(Multi-icAlgorithms)tosolvethemodelandvalidatesthe ’fuelcon— ,itcanalsoimprovetheserviceleveloftheportsandcutdown thewaitingtimeoftheships.
