Abstract: In this paper, the Chomsky a view, petence, as well as, petence, a broad version of petence, are examined carefully. On the basis of the assessment, it is proposed that proponents municative language teaching ( . ) should not employ this broad version as an important basis to helping learners acquire and produce foreign and second languages. What is proposed, instead, is that they adopt and use Friesian pedagogy as the foundational core to educating learners, several of whom are taught in urban centre of economically prosperous societies within Western Europe and North America.

摘要:在这篇文章里,用乔姆斯基的话来说,语言能力更好的反映了交际能力、国外的语言叙述能力,是息息相关的,要在基本的评价中,建议者们提出关于语言交际方案的建议,不应该使用国外的说法,象根据基本重要的语言交际理论来帮助学者们获得和创造国外的第二语言,什么是建议?换句话说,在西方欧洲国家和北方国家经济繁华的社会大城市里,那是他们采纳并使用荷兰的教学法,教育界的学者以同样的方法创建了几个以教育为核心的教学方法。

1. Introduction
Four years ago, when I was a freshman in the college, I graduate realized that a powerful correlate of such use is existence of a profitable monly known as foreign and second language teaching which takes place in the large cities, as well as the world. So do capitals in other countries. Foreign and second language teaching is also profitable in large urban areas. The world is changing quickly, we should master a skill which can make ourselves adapt it. My principal goal, in this paper, is to examine one of the current and most popular approaches to language teaching, municative approach, whose proponents pursue the following important major objective: assisting learners to produce language as a central feature of their social interaction for the purpose of performing tasks which are important or essential to their everyday existence. A principal foundation to fulfilling this objective is development petence, which is presented as more representative of the learner’s language capabilities than NorAm Chomsky’s petence.
