广西北部湾经济区高层次人才培养资源整合研究

摘要
广西北部湾经济区战略地位的上升和产业格局的变化,为广西高等教育的发展和
广西各类人才的培养提供了丰富的可利用资源。但是,存在着高层次人才培养资源分
配不均,资源利用形式单一、利用效率不高等问题,其中,更突出的问题是广西北部
湾经济区高层次人才培养资源缺乏积极有效地整合。
本论文的研究重点在于通过优化广西北部湾经济区高等教育系统内部与外部的关
系,整合高校系统内部与外部的高层次人才培养资源,将社会外部资源充分运用到高
层次人才培养中,最终实现广西北部湾经济区高层次人才培养资源合理配置。
本研究从利益相关者理论出发,将高层次人才培养资源划分为高校资源、政府资
源和企业资源,政府资源和企业资源为高校系统外部资源,高校资源为高校系统内部
资源。如何实现这三类高层次人才培养资源的优势互补和合理配置,基于系统整合理
论视角,合理协调政府、企业、高校三者在高层次人才培养中的关系。将政府资源、
企业资源充分运用到高校高层次人才培养中;高校也需根据外部系统的变化,优化高
校系统内部的人才培养资源配置,发挥资源的更大效益。
实现广西北部湾经济区高层次人才培养资源的有效整合,首先,理顺政府、企
业、高校在高层次人才培养中的关系;然后,充分利用政府资源、企业资源、高校资
源共同进行高层次人才培养。为达成整合的良好效果,一方面合理运用政府资源,突
出政府对高层次人才培养的宏观指导职能,另一方面利用企业资源,进行开放式人才
培养;同时根据社会外部发展需求,在高校内部和高校间的高层次人才培养资源上实
现有效整合,尝试构建区域性的高等教育资源共享联盟。

Research on the Resources Integration of High-level Talents
Training in Guangxi Beibu Gulf Economic Zone

ABSTRACT
The new industrial pattern has made new requirements to the Guangxi innovative talents training, with
particular emphasis on the training of postgraduate students. It requires that the innovative talents training
should face the industrial upgrading and economic development, forming a dynamic mutual promotion
mechanism between the internal elements of higher education and anizations to explore some
kinds of new and dynamic high-level talents training models that also adapted to the Guangxi region,
culture and economic development.
Based on the mutually reinforced relationship between the internal elements of higher education and
anizations, the focus of this thesis is the construction of the new and dynamic high-level talents
training model. The kind of resources integration mechanism for high-level talents training, which is social
external demand-oriented and formed by optimizing the relationships and integrating the high-level talents
training resources among the internal of higher education system and the external of anizations.
