【Abstract】Scientific outlook on development has important realistic significance to the logistic reform of colleges and universities. We must grasp the concept of the scientific outlook on development in a proper prehensive manner; command the overall situation of the logistic reform of colleges and universities so as to build new logistic support system for colleges and universities in the 21st century and make efforts to promote the sustainable development of the education of colleges and universities.

“坚持以人为本,树立全面协调、可持续发展的科学发展观,促进经济社会和人的全面发展”是我们党对现代化建设指导思想的新发展。“落实科学发展观,把发展职业教育作为经济社会发展的重要基础和教育工作的战略重点”是国务院关于大力发展职业教育的决定(国发[2005]35号)。树立和落实科学发展观,对于把巨大的人口压力转化为人力资源优势,使我国经济建设切实转到依靠科技进步和提高劳动者素质的轨道上来,具有重大而深远的意义;对促进和推动高校后勤工作的发展也具有重要的现实意义。作为高校后勤工作者,必须全面认识和准确把握科学发展观的内涵,以科学发展观统领高校后勤改革的全局,完善后勤保障体系,促进高等教育的全面、健康、可持续发展。

。什么是科学发展观?科学发展观是指导发展的世界观和方法论的集中体现,是社会主义现代化建设指导思想的重大发展,对于发展的实际具有根本性、全局性的重大影响。科学发展观的内涵极为丰富,涉及经济、政治、文化、社会发展各个领域,既有生产力和经济基础,又有生产关系和上层建筑;既是重大的理论问题,又是重大的实践问题。科学发展观的核心是以人为本;精髓是统筹协调;关键是可持续发展。对于高校后勤来讲,其实质是在坚持发展是学校第一要务的基础上,用新的后勤改革思路,建立新型后勤服务体系,实现高校后勤更快、更好地发
