随着经济全球化和集装箱运输的迅速发展,中国港口面临国内外两个市场,集装箱码头的竞争更趋激烈,由此在港口费收上形成了矛盾的焦点。因此必须系统地形成一套港口费收的管理体系,使港口集装箱运输市场的竞争与价格管理和谐一致。
集装箱码头的费收主要集中在装卸费一项。距内外贸装卸费收费规则颁布近十年,港口市场发生了巨大的变化,现行的港口价格管理方式严重落后于港口市场的发展要求。在这种情况下,政府作为市场机制的有力补充,如何通过调控装卸费率、设计合理的价格管理方式、完善价格管理机制来维持港口经营服务主体的平等、市场秩序的合理都是政府宏观调控所面临的问题。本文希望能给政府和集装箱码头经营者以启迪,对我国集装箱码头的装卸费有更深层次的认识。
围绕这一问题,本文主要采用定性分析,结合定量分析,实证分析与对比分析相结合的研究方法,按照以下逻辑层层推进。
首先,提出研究问题和研究框架,介绍装卸费的界定和集装箱码头的价格管理方式,并从理论上提出了国内外流行的四种价格方法。
接着,分内外贸两个角度展开具体的分析。外贸集装箱装卸费方面,对其价格管理沿革进行了回顾,指出了存在的问题并从市场和成本收入两方面对原因展开了重点分析;内贸集装箱装卸费方面,在对其价格管理沿革回顾后,肯定了费率中积极的一面,并对其不足进行了分析。
最后,依据前文的研究论述,从政府角度给出了具体的改革对策。

ABSTRACT
With the development of the global economic integration, container transportation is facing petition under the domestic and international markets. Thus port tariffs e the focus of contradiction. In order to petition of the market be in harmony with management of the government, a new set of port charges have to be formed.
Stevedorage plays the most important part in port charges. While port markets change a lot after the latest port charge provision promulgated at the beginning of the 21st century, the pace of port charge management greatly fall behind the development of the port markets. Under such circumstance, as a port operational supervisor,the government of the port has control over pricing. From the government’s highly example,the government’s macro-control agencies have to answer the question on how to design a reasonable price mechanism and port rate to prevent the petition between ports and realize the rational allocation of resources,whether port facilities are fully utilized.
According to this problem, this dissertation adopts prehensive method of qualitative and quantitative research parative analysis together with standard and demonstration study and work, it following this order:
