港口属于典型的设备依赖型流程企业,作为物流的重要结点,它每天面对着大量信息。信息流通状况及信息处理结果的好坏,直接影响流程各环节的衔接质量、生产效率和效益。因此,搞好港口信息化建设是港口提高核心竞争力的必要条件。
上海港担负着建设的高低,直接影响着物流效率,对国际贸易的发展、对上海乃至国家家经济发展产生深远的影响。在上海市的国际经济中心、国际金融中心、国际贸易中心、国际航运中心之中,航运中心占着非常重要的地位。和新加坡、韩国釜山、中国香港等东亚大港相比,上海港在信息化建设方面明显地处于劣势地位,由此可见,研究上海港信息化建设、尤其是上海港集装箱码头企业信息化建设极具现实意义。
现有的文献对上海港EDI企业的业务模式、上海港口岸信息大平台(海港和空港)的总体模式和步骤,及具体的码头业务的计算机仿真作出了研究,但到目前为止没有发现对上海港集装箱码头企业的信息化水平作出测度的研究的文献。
本文根据上海港目前在东亚大港中竞争实力情况,然后在港口调研的基础上,从业务流程重组思想出发,对上海港码头企业信息化现状、特别是对码头企业信息化关键部分的码头生产系统进行了介绍和分析,对业务流程现状进行了分析,进行了业务流程重组的设计。给出了符合码头行业和上海港码头特点的企业信息化水平水平测度指标体系,用层次分析法和专家意见法对权重等进行确定,将定性和定量分析结合起来,给出一套可操作性的信息化水平评价指标体系。码头企业可以对照信息化水平评价指标体系找出自身信息化建设不足部分。文末给出上海港某集装箱码头企业实证分析,该实证分析给出了上海港码头企业信息化建设水平的所属层次水平,并指出了其各方面的需要改进情况。

ABSTRACT
As a typical process based enterprise and an important logistics part, terminal often facing a great deal of information which palces a direct impact on the quality of all links, productivity and gains. Thus it is ensential to better information construction to improve the essence epitive of the port.
With a great task of constructing international shipping center, the information level of Shanghai port place a direct impact on logistics productivity, and it will put a profound impact on the development of international trade, the economic development of Shanghai and the nation. Among Shanghai’s three centers, shipping center is in the first place. pared with Singapore, PUSAN, and HongKong, Shanghai Port is inferior to them in information constructing. So there is practical significance to research on the Construction of Shanghai Port, especially its container port enterprises.
Till now there have been literatures about business mode of EDI enterprise of Shanghai port, literatures on whole mode and step of information platform of Shanghai port including both maritime and air one, and Literatures on simulating the operation of some specific business in port.
