武汉市基本医疗保险费用的收支制度评析——基于对武汉市基

摘要
本研究利用个案访谈法问卷调查法以及文献法所获得的资料对武汉市基本
医疗保险制度的实施情况进行了描述并对费用收支制度进行了评析研究的重点
在于对费用收支制度的评析根据对参保职工的调查评析了基本医疗保险费用收支
制度以发现制度的价值和存在的问题全文共分为六个部分
第一部分阐明了研究的背景评述了现有研究阐述了本研究的研究内容
研究意义及研究方法
第二部分介绍武汉市基本医疗保险制度出台的背景制度设计的内容在实
施中的逐步调整情况以及基本医疗保险制度实施的概况
第三部分从个人的缴费情况单位的缴费情况以及个人账户和统筹基金之间
的比例分配这三个方面对费用收缴制度进行了描述和评析认为基本医疗保险费
用的筹资水平在个人和单位的承受能力之内对于个人账户与统筹基金二者的比例
分配问题不同的个体有着不同的看法在一定程度上受个体收入水平和健康状
况的影响
第四部分分别从个人账户的使用情况账户金额支付范围和统筹基金的使
用情况支付范围支付比例等方面对医疗保险费用支付制度进行了描述和评析
认为二者在一定程度上都发挥了作用但不能很好地满足人们的需求对老年人
这个特殊群体应该考虑建立一个专门的老年健康保险来保障其医疗需求对于个
人账户资金有沉淀的参保人来说应该允许其用账户余额购买商业医疗保险基本
医疗保险的正常运行离不开多层次的医疗保障体系的完善医疗卫生体制的配套改
革等
第五部分讨论了与费用收支制度相关的几个问题个人的承受力道德风险
的规避以及多层次的医疗保障体系的完善
第六部分归纳本研究的基本结论并指出本研究的不足

Abstract
Based on the analysis of the data collected by case-interview questionnaire and
literature methods, this research describes the implementation of the basic medical
insurance system in Wuhan, and also evaluates the fee-collection & payment system
which is the major part. According to the survey of the employed from the units joined
medical insurance, it evaluates and analyzes the fee-collection & payment system of the
basic medical insurance system, so as to discover the value of the system and the existent
problems. This paper includes six parts as follows:
The first part introduces the cause of this research and reviews the current research
in this field and then explains the main content, meaning and methods of this research.
The second part introduces the basic medical insurance system in Wuhan which
includes the system-issued background, system-designed content, gradual adjustment in
implementation and general situation of its implementation.
The third part evaluates the fee-collection system from three aspects: individual
payment capacity, payment capacity of the units
