摘要
邮轮业是世界旅游及休闲事业增长最快和最受欢迎的环节之一。现代邮轮产业起始于北美,世界前三大邮轮公司嘉年华、皇家加勒比和丽星邮轮的载客能力占到整个邮轮产业的80%,其中北美和欧洲国家占了最大份额。随着亚洲经济的崛起,亚洲的不断提高,邮轮旅游成为新的消费热点。
虽然中国的邮轮经济仍处于起步阶段,但中国人口基数大,经济发展前景越来越好,旅游消费意识逐步普及,全球都把发展的目光投到中国,全球邮轮产业正在向亚洲,向中国转移。与此同时,亚洲各国也逐渐认识到建设邮轮母港、发展邮轮经济对地方经济的重大意义,有些国家和地区如新加坡、香港等已经快一步发展起来,拥有一定的发展经验和显著成效。
目前国内对国际邮轮经济的系统研究较少,更缺乏对沿海邮轮港的整体规划设计。考虑到建设邮轮港投资巨大,维持其正常运行同样开支不菲,并且建设专用码头需要占用海岸线以及大量的土地资源。在中央政府和地方政府都出台意见要大力发展邮轮产业的背景之下,有必要对国际邮轮港建设的关键因素,以及针对我国沿海邮轮港的建设进度与布局定位进行梳理和论证,避免沿海港口发展邮轮经济时的重复建设和恶性竞争。
本文研究世界及中国邮轮市场的发展概况,分析我国沿海邮轮港的建设发展情况,结合港口布局规划理论,总结我国沿海邮轮港建设发展中的层次布局定位问题与影响因素,在此基础上建立评价指标体系,借助属性坐标分析和聚类分析建立我国沿海邮轮港层次布局方法并得出层次布局结果,以及相应的发展措施与对策。

ABSTRACT
Cruise tourism has been the most rapidly-growing and the most popular major segment of the world tourism and leisure industry. Modern cruise industry originated from North America. The passenger capacities of the first three biggest pany, Carnival Cruise Lines, Royal Caribbean and Star Cruises, have occupied 80% of the whole cruise industry. And North American and European countries have had the largest share. With the prosperity of the Asian economy, the living standard of Asian residents has been increased, and cruising has e a new hot spot.
Although cruise economy in China is still at an elementary stage, with China’s large population base, better economic development prospects and more popular consumption consciousness, the world has paid attention to China and the world cruise industry has been moving to Asia, to China. Meanwhile, Asian countries also realize the great significance of the construction of cruise home ports and the development of cruise economy for local economy. And some countries, even some regions, such as Singapore, Hong Kong, have developed in a quicker step and owned certain experience and effectiveness.
