摘要
随着全球经济一体化的发展以及国际间分工的日益细化,国与国之间的合作交往日益频
繁,物资在国际间的频繁交换促进了国际物流的全球化发展。国际物流的顺畅与否除了跟整
个供应链的协调性高低有关外,还受到海关通关、监管、检验检疫局、边防检查等部门效率
高低的影响。
上海作为我国的最大的对外贸易城市,我国最大的口岸,最近几年,随着国际物流的发
展,海关的通关业务量急剧增长,如何在确保质量的前提下进一步提高通关速度和促进海关
通关一体化协调发展,使之与国际物流的发展相适应,是非常值得探讨研究的问题。在这种
情况下,以上海海关通关为研究主体,分析上海海关通关一体化存在的问题,针对性的提出
相应改革措施有着重要的意义。
围绕这一问题,本文主要采用定性分析,结合定量分析,实证分析与对比分析相结合的
研究方法,按照以下逻辑层层推进。
首先,提出研究问题和研究的框架,从理论上阐明了海关通关是国际物流的重要环节,
国际物流的发展必然会对海关的通关效率提出更高的要求,海关通关同时也制约着货物跨越
国境的速度,解决通关中存在的问题,提高通关效率对促进上海国际物流的发展有着十分重
要的意义。
其次,在分析上海海关通关现状的基础上,对海关通关一体化目前所存在问题和困难进
行分析研究。再次,介绍发达国家如美国、荷兰及日本海关在通关一体化方面的实践经验,
以及发展中国家巴西和加纳海关改革采取的措施以及获得的成果,为后文提出发展上海海关
通关一体化措施提供依据。
最后,针对上海国际物流及海关通关一体化的实际情况,提出了具有针对性的具体对策,
以完善海关通关一体化并同时适应和促进上海国际物流的发展。

ABSTRACT
With the development of the global economic integration and increasingly
divison of international labor, the coorperation in different coutries has e
more and more frequent. Goods quckily exchanged between nations has
promoted the development of international logistics. The smoothness of the
international logistics not only depends on the whole supply chain’s
coordination but also the efficiency of customs clearance, supervision,
Inspection and Quarantine Bureau,and other related departments.
In recent years ,as the largest trade city and China’s largest port,
Shanghai’s customs clearance are increasing sharply with the development of
international logistics. It is quiet significant for shanghai to improve the speed
and the harmoniazation of clearence which adjust to the international logoistic
while under the premise of keeping the quality .In this case,It means a lot that
we choose shanghai customs clearence as the research subject to anlyanze
the integration problems and put forward the relevant reform measures.
