文档介绍：摘要我国关于生态补偿制度问题的研究N TJ冈IJ起步,但很快受到社会各界的重视。即使已经有了在局部领域构建生态补偿机制的理论成果和实践探索(如退耕还林等),但理论研究仍显得单薄。总体上看,生态补偿研究还是落后于可持续发展战略的紧迫需要。生态补偿制度是一项市场机制下经济手段在生态环境保护中的有效应用。本文从水源涵养区生态补偿的必要性出发,尝试对生态补偿的理论依据、补偿途径及补偿标准的计算方法等方面进行系统的探讨,为水源涵养区生态补偿政策的制定、实施提供理论支持,使生态补偿理论体系更为完善。本文在借鉴国内外生态补偿已有成果的基础上,以苏子河流域为研究区域,从水土流失及水污染调查入手,分析苏子河流域生态补偿状况,以期为生态补偿政策制定提供科学合理的建议。论文的主要研究内容包括以下几个方面: ; ,并提出我国生态补偿发展趋势;总结出我国生态补偿存在问题并提出完善建议;提出流域生态补偿完整流程; ,并针对存在问题提出合理建议; ;提出适合苏子河流域的生态补偿体系。关键词:,生态补偿,大伙房水库,苏子河流域 The research on pensation inChina isjust tostart,butvery quickly receives theregards from ifappearing some theory achievement and practice exploration ofconstructing pensation mechanism on thepartialdomain,for example:returning thefarming toforest and SO on,thefundamental research stillappeared theoveraU,the research on pensation fallbehind theurgent need forthesustainable development.
