本文把科学发展观作为研究价值观与地方政府决策价值观相结合的一个重要
切入点,提出科学发展观是地方政府决策价值观重塑的目标型态,既凸显了科学
发展观的指导意义,使选题具有鲜明的理论前沿性和现实针对性,又凸显了价值
观对地方政府决策的重大影响,使选题具有实践指导性。本文综合运用哲学、政
治学、管理学与法学等学科的相关理论,采用规范分析与实证分析,历史分析与
比较分析,系统分析与生态分析相结合的方法对价值观、科学发展观、决策价值
观进行了全方位的思考和探索。
本文共分 4 章。第 1 章在分析选题背景、选题意义、述评国内外地方政府决
策价值观和科学发展观成果的基础上,提出本文的研究思路、方法、内容和可能
的创新点。第 2 章在界定价值观内涵的基础上,深刻分析价值观对地方政府决策
的影响,并探讨科学发展观对地方政府决策的指导意义,提出基于科学发展观的
地方政府决策价值观重塑的目标型态:以人为本的决策价值观;全面、协调发展
的决策价值观;可持续发展的决策价值观。第 3 章阐述了地方政府决策价值观偏
差的表现及危害,并较为深入地探讨了地方政府决策价值观偏差的原因。第 4 章
在上章分析地方政府决策价值观偏差的成因基础之上,并坚持科学发展观的方向
引导,提出在教育培训、体制优化等方面进行地方政府决策价值观的重塑。

ABSTRACT
The treatise takes scientific development view as a cut-in point to study
combination of value views and policy-making value views of local governments. In
the paper, it points out that scientific development view is the object model of
reconstructing policy-making view of local governments, which not only highlights the
guide importance of scientific development view, then the ing to more
theoretical front and practical pertinence, but also highlights great influence of value
views on policy-making of local governments, then the subject arriving at more
practical guidance.
The paper prehensive consideration and probes into value views,
scientific development views and value views on policy-making, with tools of
philosophy, politics, management and jurisprudence. It adopts normative and positive
analysis, historical parative analysis, systematic and ecological analysis.
The paper has 4 chapters. The first one expounds train of thoughts, ways, contents
and possible innovative points of the paper after analysing background and meaning of
the subject, briefing domestic and foreign thoughts about value views on
policy-making and scientific development views. The second deeply analyses the
influence of value views on policy-making of local government and discuss the
guidance of scientific development views on policy-
