河北省高技术产业的发展现状与对策研究
摘要
伴随着“知识经济”时代的到来,知识成为人类真正的资本和首要的财富,高技术产
业也以其较高的知识技术含量而在经济发展中占据重要地位;同时由于高技术产业的发展
导致了许多新的产业不断涌现,改善了整个社会的经济效益,为其他产业的发展提供了更
多的技术含量高、成本低的产品、技术和设备,带动了其他传统产业的发展。
国际经济全球化和一体化进程的加快,世界范围内科学技术的飞速发展,使得国与国
之间的竞争日趋激烈。在这种以经济实力、国防实力和民族凝聚力为主要内容的综合国力
的较量中,高技术产业作为各国竞相争夺的战略至高点,反映了一个国家的综合实力。能
否在高技术产业领域占据一席之地在很大程度上决定了一个国家的发展前景。
河北省的高技术产业发展同全国其他省份一样也经历了一个从无到有、从小到大的逐
步发展的过程,多年来河北省高技术产业在省委省政府的指导下,紧紧围绕全省经济建设
的总体部署,深入实施“科教兴冀”的发展战略。在以“大项目、大基地、大园区、大产
业”为建设重点的指导方针下,河北省充分发挥毗邻京津的地理优势,积极促进高技术产
业做大做强,使得高技术产业对经济和社会的支撑作用不断增强。但是在高技术产业快速
发展的背后还存在着诸多亟待解决的问题。
本文在对国内外高技术产业发展研究的理解分析基础上,结合河北省高技术产业发展
的实际现状,借鉴国内外的研究成果,设计了一套高技术产业发展的综合评价指标体系,
并以此为依据对河北省高技术产业发展现状进行了分析。

ABSTRACT
With the arrival of knowledge economy era , knowledge es the real kind of capital
and the most important wealth , high-tech industry plays a major role in the proceeding of
economic development because of its high content of knowledge and technique; at the same
time,in the benefit of the development of high-tech industry,lots of new industries are emerging
continually,and the economic benefits of the whole society is being improved,and increasing
number of products, technologies and equipment with low-cost but high-tech are provided for
the development of other industries,all of these have led to the development of other traditional
industries.
With the acceleration in the degree of International economic globalization and integration
process , the science and technology of worldwide developed rapidly , which makes the
competition between countries fierce increasingly. In prehensive national contests which
take the economic potentiality , the national defense strength and the national cohesion as the
