会的发展而增长其消费数量的增长和效率的提高是人类社会现代化的重要动
力 20 世纪 60 年代中期以来石油消费量超过煤炭在世界能源结构中跃居
首位自此之后原油油价的波动就影响着世界经济的发展以及国际政治关系
好坏世界上恐怕没有任何一种物质商品会像石油一样对世界经济政治产生
如此深刻的影响近几年随着中国经济的迅速发展中国石油对外的依存度
不断提高成为全球第二大的石油消费国和进口国在现行的国际石油定价机
制里却一点权重都没有基本上是被动的接受国际石油基准价中国作为一
个石油消费和进口大国要规避高油价的风险通过建立和发展本国的石油期
货市场参与游戏规则的制订根据中国的现实利益需要利用手中的监管权
和规则制定权对市场运行施加一定的影响使国际油价的形成过程能反映中国
的市场供求关系体现中国的国家利益同时我们也应该在加强企业管理允
许更多的企业进入国际期货市场从事套期保值多管齐下逐步影响国际石油
价格的形成机制改变我国当前被动的接受国际石油价格的局面逐步掌握国
际石油的定价权为自己在国际石油交易中争取更有利的位置

Abstract
The energy problem is one of the most important problems and countries all over the
world always care about it. The consumption of the energy always increases with
development of the society. The growth of the quantity of oil consumption and
improvement of efficiency are important motive force for human society to be
modernized. Since middle period of the sixties in the 20th century, the volume of
consumption of petroleum exceeded coals, leapt to the first in the energy consumption
structure in the world. From that moment, the fluctuation of the oil price is
influencing the development of international economy and polity. Probably there is
not any other kind of material goods that will have a so deep impact on international
economy, politics like petroleum in the world. In recent years, with the rapid
development of China's economy, the degree of China’s petroleum import-
dependence is rising constantly and the volume of consumption of petroleum import
has ranked the second in the world. However, as the second largest country of
consuming and importing petroleum in the world, in the current international
petroleum pricing mechanism, China has not weight at all. Unfortunately, there is
only a passive acceptance of international petroleum base price and the situation is
troubling. As one of the biggest petroleum consuming and importing countries, if
