文档介绍：青岛大学硕士学位论文企业社会责任建构中的政府责任研究姓名:袁静申请学位级别:硕士专业:行政管理指导教师:张洪慧 20100606 摘要随着经济全球化和西方企业社会责任运动的发展,企业社会责任的建立显得尤为重要和迫切。同时,责任政府的要求和政府职能的转变,以及和谐社会的建设都要求政府主动承担起建构企业社会责任的责任。本文从利益相关者理论、责任政府理论和政府责任及其与企业社会责任的关系出发,通过分析国外政府的成功经验, 并作为启示,探索适合我国实际国情的政府在构建企业社会责任的公共责任体系; 提出企业社会责任建构中政府责任的对策建议,政府应强化在企业社会责任建构中的引导、规制和监督考核的责任。其中强化引导责任指:强化企业社会责任宣传教育机制,引导企业自愿承担社会责任,赋予企业社会责任鲜明的时代意义,并让企业社会责任内化为企业的一种品质;规范、引导企业捐赠资会流向,通过各种手段鼓励企业主动承担社会责任,并管理好捐助资会的运作、使用以及保值、增值;建立健全激励和约束机制。强化规制责任指:完善相关法律法规;加快管理体制改革; 建立企业社会责任的评价体系。强化监管考核责任指:建立企业社会责任会计和审计制度;引导社会监督作用的发挥;积极参与ISO社会责任国际化标准运动。本文相关对策建议有利于政府将企业社会责任建构中的外生责任转变为内生责任,有利于企业在政府的引导下积极主动的承担社会责任,也有利于推动国内企业社会责任建构的进程。关键词: 企业社会责任;政府责任;引导;规制;监督考核 Abstract Along with the development ofeconomic globalization andmovement inwestern corporate socialresponsibility,the constitution ofcorporate socialresponsibility es more important and thesame time,requests of responsible government, transformations ofgovernment function aswell as construction ofharmony society call for governments to take the constitution of corporate social responsibility inhand paper iSfinished with the base of stakeholder theory,responsible government theory andrelationship ofcorporate analyzing the overseas essful experience,this paper aims toexplore themost suitable social responsible system of government-corporate construction inChina,and further puts forward the responsibility ofgovernments acting during thisprocess,which should include guiding,regulating and evaluating responsibility include: consolidating thepropagandist andeducational system ofcorporate socialresponsibility, guiding corporate toassume socialresponsibility voluntarily,endowing corporate social responsibility bright time significance and transforming itself tobe aquality;regulating and directing the movement ofcorporate fund,encouraging COrporate toassume social responsibility voluntarily through diverse managing theoperation and utilization ofdonation
