  摘 要:文章认为城市房地产市场调控目的是保护资源环境、尽可能清除投资需求、调节收入分配等,要确立住房供应量、住房投资收益率、住房价格等方面的量化调控目标。土地价格对房价无影响,土地财政对房价影响不大,房地产行业供求关系决定房价,同时房价会反向作用于房地产供求,其中住房附加社会效用对区域房价差异影响巨大,信贷支持是促使房价过高的主要原因之一,城市房价较高且持续上涨的首要原因是住房税收基本被搁置。基于调控目的和住房的居住定位,房地产市场调控要严控信贷政策,按税制全面落实各项税收,土地使用权到期依规续费,根据调控目标供应政策性住房与土地。

Re-study on the Purpose, Objectives and Measures of Urban Real Estate Market Regulation
  Abstract: The purpose of urban real estate market regulation should not neglect the task of protecting resources and environment, e-liminate investment demand, and adjust income distribution. It is necessary to establish the quantitative control target of housing supply,the rate of return on housing investment, the housing price and etc. Land price has few effects on house price; land-based finance has lit-tle influence on house price; the decisive factor of house price is the market forces, in which additional social utility of housing has agreat influence on the difference in regional house prices. Credit support is one of the main reasons why house prices are too high, and thechief reason for the higher and rising house prices in cities is that housing taxes are basically shelved. Based on the purpose of regulationand housing residential positioning, real estate market regulation should control the credit policy strictly, fully implement the various taxesaccording to the tax system, when land use rights expire re-payment of land use fees in accordance with regulations, and supply the poli-cy-type housing and the land according to the housing regulation goals.

  我国城镇房地产市场存在诸多问题,如尽管多次调控房价仍快速上涨,大量房产用于投资而非居住,房产投资严重拉大居民财产差距,房价膨胀压抑消费能力与生产动力,房产膨胀消耗资源环境等。究其原因,主要是对房地产市场调控的目的不够明确,目标不够清晰,对影响房地产价格的因素把握不准确,使得调控措施不到位。
  学界关于我国房地产调控的目的众说纷纭:一是认为房地产调控的目的是维护房地产行业理性平稳发展,压缩泡沫,既要防止房价过高、过快上
