摘要
我国入世协议中明确规定了放开汽车金融服务业的限制允许国外非金融机
构进入并从事汽车贷款业务年月银监会相继颁布了汽车金融公司管
理办法及实施细则这不仅意味着我国汽车金融市场的正式开放而且汽车金
融公司的设立将进入实际操作阶段发展我国的汽车金融业已提到了议事日程
正是在这样的背景下笔者确立了中国汽车金融服务发展策略研究这个选题
本文共分四章第一章论述了汽车金融的内涵主要作用及中外汽车金融服
务的现状其中对国外汽车金融现状的介绍及国内汽车金融存在问题的分析为后
面国外经验借鉴和发展国内汽车金融的策略建议的提出埋下了铺垫第二章论述
了发展我国汽车金融业的必要性和可行性必要性主要是从汽车金融对汽车业和
整个国民经济作用的角度分析的可行性则是从我国汽车的供求状况居民的经
济承受能力和对汽车金融业的政策支持角度分析的
文章的重点是第三章和第四章第三章主要是针对我国目前汽车金融存在的
问题从从事汽车金融业务的机构汽车金融的融资方式汽车金融的法律制度
以及汽车金融的信贷风险管理模式这几个方面来借鉴国外的先进经验第四章则
是在借鉴国外经验的基础上结合我国的具体国情对专业汽车金融公司的设立
及需要完善的配套措施提出一些建议

ABSTRACT
With the development of auto industry, auto finance has e the
most valuable and vigorous branch and drawn much attention of
institutions from all over the world, such as banks, auto groups and so on.
Since China has promised to open up its auto finance field in the
agreement of WTO, once foreign institutions enter China’s enormous
market, China’s infant Auto finance industry will face petition.
So it is urgent to develop our own auto finance business.
There are four chapters in this article: Chapter first introduces
auto finance’s conception and main functions, especially emphasizing its
different content between China and foreign countries, and then describes
the status quo of auto finance at home and abroad. Chapter discusses
the necessity and feasibility of developing auto finance in China. By
analyzing China’s auto industry and residents’ e and consumption
structure, we get the conclusion that it is wise for China to boost its auto
finance business.
The next two chapters are the most important parts of this article.
Here we first use foreign countries’ experience for reference and then put
forward some suggestions on advancing China’s auto finance industry
based on the current issues and obstacles existing in our auto finance field.
For advices, we agree the opinion that panies will
e the main institutions providing auto finance service in China
