构建有效的国家助学贷款风险防范和化解机制
——解套助学贷款回收难的思考

[内容摘要] 国家助学贷款是国家资助经济困难学生完成学业,达到培养人才、实现科教兴国战略的
重要举措。但我国由于起步晚,加上现行体制的矛盾、相关政策的不完善、诚信机制缺乏及其它软、硬环
境的制约,随着首批贷款学生毕业进入还款期,助学贷款高达 20%的违约率显现回收难题。作者借鉴发达
国家和地区的成功经验,结合我国实践,提出了构建社会风险防范和化解机制的治理国家助学贷款回收难
的新思路。

Abstract: The State Subsidized Student Loan is a significant movement that tries to aid poor students
to plish their education, and aims to cultivate talent and achieves the strategy of rejuvenating our country
through science and education. But because of some limitations such as: the mencement of the loan
contradicts with the current policies, credit systems lacks, and other soft and hard environments restrict, the loan
fell back rate reaches up to 20% that causes redemptory problem when the first loans are getting to their maturities.
Referring to the essful experience from developed countries and domestic practice, the authors put forward the
new thoughts about how to build the effective system for preventing and extricating risks in National supporting
student loan.
