Keywords:Pilot schools;school sportsfacilities;Fujian Province;Open use 福建师范火学刘宝亮硕七学位论文 IV ≤■ 0 中文文摘中文文摘学校体育场馆向公众开放是国家体育总局和教育部深入贯彻《国务院公共文化体育设施条例》、《中共中央国务院关于加强青少年体育增强青少年体质的意见》精神所采取的一项举措,并于2006年开始在全国进行试点。《全民健身计划纲要》第二期工程第二阶段(2006年--2010年)实施计划中指出:加强与教育行政部门配合, 研究促进学校体育场地设施开放的政策措施,努力解决学校体育场地设施向社会开放问题,充分发挥其社会效益。随着我国经济的繁荣,越来越多的人投身于全民健身活动中,体育健身成了人们生活的一大需求,资料显示我国体育人口约占总人口的47%。体育场地设施数量少、质量低已成为许多人无法参加、少参加体育活动的重要原因之一。因此,现阶段,在福建省体育场馆数量有限,而大众健身需求日益。增长的背景下,如何挖掘学校体育场馆资源向社会开放,盘活、整合现有的学校体育场馆资源,以达到物尽
