新公共管理批判及公共管理的价值根源

[ 摘要] 通过引入市场竞争机制和企业管理技术, 新公共管理运动发展出了区别于传统公共行政的公共管
理模式, 提高了管理效率。但是, 由于它把商业的价值观念转移至公共部门, 错置了现代公共管理的优先性价
值, 因而为批评者所诟病。现代公共管理必须接受以公共性、合法性、效率等为内容的规范体系的根源性价
值的检验, 并首先强调其公共性的伦理基础。因此, 在公共管理领域实现价值转换势在必行, 民主行政、公共
服务型政府和参与式管理应成为公共管理体制创新的基本取向。

A Critique of NPM and the Root Value of Public Management

Abstract: With introducing the market- compet ition mechanism and the managerial skill of enterprises, the move-
ment of New Public M anag ement ( NPM ) is developing a model of public manag ement distinguished from the trad-i
tional public administratio n, t hus improved t he efficiency of government. However, to a great ex tent, NPM trans-
ferred the business value to the public sector, and misplaced t he priority of the value of modern public management,
w hich resulted in many critiques. Fundamentally speaking, modern public manag ement must be tested by the basic
v alue of a normat ive system cov ering ess, 1egitimacy and efficiency , in which, a foundation of the public eth-
icality should be first emphasized. ordingly, to realize t he transit ion of the value in t he domain of public manage-
ment is inevitable. Demo cratic administ rat ion, public - servin
