江苏低碳经济发展的现状与对策研究

摘要低碳经济是应对气候变化、能源危机,实现可持续发展的重要方面。文章通过对全国和江苏省统计资料的分析,
发现江苏的碳排放各项指标均明显高于全,更高于北京、上海等先进地区。究其原因,高碳型能源消费结构
和工业主导型产业结构,决定了江苏的经济增长与碳排放尚未脱钩,低碳转型迫在眉睫。在此基础上,提出从重视碳计
量、碳统计、碳预算开始,建议政府设立碳排放统计和考核指标,建立“低碳评估体系”,使之成为考核政府工作成效
的关键指标。同时强调从制度创新与法律体系建设、“三位一体的治理模式”、构建低碳产业体系、优化能源结构、倡导
低碳消费等方面提出了江苏低碳经济发展的具体思路和政策建议。

Abstract Low - carbon economy is a response to climate change,energy crisis,an important aspect of achieving sustainable de-
velopment. By the country and the analysis of statistical data in Jiangsu Province,Jiangsu Province found that the carbon emissions
were significantly higher than the national average,higher in Beijing,Shanghai and other advanced areas. The reason,carbon -
based energy consumption structure and industrial structure dominated industry,decided to Jiangsu's economic growth and carbon
