In 2004, due to concerns over inappropriate land use, environmental
damage and construction without permission, the Chinese government
imposed a blanket ban on the development of new golf courses. A
recent article in Asian Golf Business, reports that the legalities surrounding the development of courses in China has since been reviewed,with the government issuing new legislation for 2011. To a great extent, this new notice is intended to correct the shortcomings, and limited success, of the original 2004 ban.

The number of golf courses in China has grown steadily from 170 in 2004 to an estimated 600 in 2011, despite the supposed government ban that was in place. The statistics clearly demonstrate that the prevention policy was not having its intended effect. Eager developers had circumnavigated the restrictions by registering their projects under a variety of different pseudonyms, including “sports parks”, “ecological playgrounds” and “country clubs” – but always avoiding the term “golf course” in so far as permission requests were concerned!
