电视体育新闻的主要报道对象是体育赛事。在世界范围内的各项体育赛事
中，奥运会具有极高的新闻价值和观赏价值，对奥运会进行的电视新闻报道很大
程度上代表了一个。
作为中国内地唯一的奥运会电视持权转播商，中央电视台体育频道在奥运会
电视新闻报道中发挥着重要作用。科学技术发展日新月异，奥运会的电视报道方
式和手段不断更新。笔者结合自身工作经验进行深入研究后发现，目前在央视体
育频道日常的体育新闻节目制作和播出过程中，在制作流程上存在一些不足和改
进空间。在奥运会电视新闻报道中，现有制作流程存在的弊端会给新闻播出和节
目质量造成隐患。
本文通过对央视体育新闻节目制作现状的分析，结合国外电视体育媒体在新
闻制作中的一些做法和经验，在流程创新硬件配套齐备、软环境利好的成熟时机
下，提出了电视体育新闻制作流程创新的“作战室”模式方案。根据流程设计，
为电视体育新闻“作战室”构建了 11 个功能不同的团队模块，将 11 个团队模块
有机组合，设计出电视体育新闻“作战室”运作流程图。根据电视体育新闻制作
播出的具体需求，对 11 个团队模块的单独运作和电视体育新闻“作战室”整体
运转的设想，进行了详细的分析和解读。
电视体育新闻“作战室”，是基于笔者理论研究和工作实践后得出的理想化
方案。如果未来有机会将该方案真正运用到电视体育新闻制作和奥运会电视新闻
报道，并在实践中不断进行研究和完善，有望使电视体育新闻的制作水平达到新
的高度。

Abstract
The main object of TV sports news reporting is sports competition. The Olympic
Games are one of the most important and valuable sports competition in the world.
The TV news reporting of Olympic Games largely represents the highest standards of
TV sports news reporting of a country.
CCTV sports channel, the only Olympic TV broadcast rights holder in Mainland
China, has played an important role in the Olympic Games TV news reporting. With
the rapid change in the development of science and technology,the ways and means of
TV reports need to be updated accordingly. The author found, based on the work
experience, there are certain weak points in the current sports news program
production process of the CCTV's sport channel. In the Olympic Games TV news
reporting, issues in the production process may lead to various kind of mistakes,and
potentialloopholes for TV news production and broadcasting.
Based on the analysis of the current status of how CCTV sports news are being
made,combined with experiences and methodologies of foreign sports media best
practices, the "War Room" plan was suggested a
