文档介绍：摘要新的《城乡规划法》2008年正式实施,打破了建立在城乡二元结构上的规划管理体系。统筹城乡发展的战略思想自十六大报告提出以来,我国已经把城乡统筹发展作为了推动社会经济持续发展的一大战略。因此当前城乡发展规划的主要目的在于,协调城乡空间布局,改善人居环境,促进城乡经济社会全面协调可持续发展。城乡统筹发展的理论和实践研究在国内外都取得了丰富的研究成果,笔者在归纳和总结相关研究的基础上,对论文的内容作出如下安排: 本论文共有五个部分组成:第一部分主要介绍了论文的研究背景、研究目的及意义,在对国内外对城乡统筹发展研究的基础上,提出了本文的研究思路和方法。第二部分介绍了城乡发展规划的相关理论,和我国城乡关系演化及城乡规划理念的发展,共同组成了本文的统筹城乡发展规划的理论基础。另外,还阐述了国内外关于城乡统筹发展的实践经验借鉴。第三部分从休宁县的概况着手,通过对休宁县城城乡统筹发展的SWOT分析,找出休宁县城乡统筹发展优势、劣势、机遇和威胁,发现城乡统筹发展的必要性与可能性,提出战略选择。第四部分针对休宁县城乡统筹发展现状,从城乡统筹发展规划必须建立城乡统筹发展规划体系、找准发展定位、构建合理的城镇体系、加快产业结构的优化、完善城乡基础设施建设和整合文化资源开发等方面提出休宁县统筹城乡发展规划的对策建议。第五部分得出本文的结论及对今后研究的展望。目前统筹城乡发展规划还在探索时期,希望通过本文的研究能够优化休宁县的城乡发展规划工作,为休宁县县域的城乡发展规划提供参考。同时,希望通过对休宁县城乡统筹背景下的县域区域规划研究,可以推而广之,为其他县域城乡发展提供有益借鉴,促进城乡和谐发展。关键词:休宁县;城乡统筹;县域:城乡发展规划 Ab stract Urban and 11】均Iplanning lawsformallyimplemented in2008,based on theurban-rural dual structure oftheplanning management system has been the 16th national congress report takes the leadinput forward thestrategic thought ofoverall planning forurban-rural development,China has taken urbanand rural development aS awhole,as one ofthe main strategies forpromoting social andeconomic sustainable themain purpose ofthe current urban and ruraldevelopment planning is toimprove thecoordination ofurbanand rural spatiallayout,improve the living environment,and prehensive,balanced and sustainable economic and socialdevelopment between urbanand ruralareas.
